Rome – From the Gulf War to Somalia. From Bosnia to support for the Kurds: there have been several resolutions approved by Parliament to deliberate on military support abroad.
Here are the main ones, with the political positions taken by the parties.
WAR IN THE GULF: on January 17, 1991, Parliament votes a resolution of the government majority in favor of an Italian military mission in the Gulf aimed at inducing Iraq to withdraw from Kuwait. The Senate approves the resolution of the majority (DC, Psi, Pri, Psdi and Pli) plus MSI and part of the independent Left; against PCI, federalist group, part of the independent Left and the Northern League supporter Umberto Bossi; four abstentions. The Chamber approves with the votes of the majority plus MSI and radicals; opposition from the left and 12 abstentions. The Prime Minister was Giulio Andreotti.
SOMALIA: on 10 December 1992, the Chamber approved the sending of Italian soldiers to Somalia to participate in the “Ibis” humanitarian mission. Dc, Psi, Pli, Psdi, Msi, Lega Nord and Union Valdotaine vote in favor; against Rete and Prc, while the PDS and the Greens approve the part on the need for humanitarian aid and abstain on the part concerning the ” approval of government communications ”. The Senate approves with the vote of the governing parties, Lega Nord, and Msi Dn. The PDS in the Senate expresses the same vote as in the House. The Chairman of the Board is Giuliano Amato.
BOSNIA: on 15 December 1995, the Chamber approved by a majority a unified resolution signed by representatives of all groups, except Rifondazione, in favor of the participation of an Italian military contingent in the NATO mission in Bosnia to guarantee the application of the Dayton peace accords. The Prime Minister is Lamberto Dini, at the head of a government of ‘technicians’.
ALBANIA: on 17 June 1997, the Chamber authorized, with 291 yes, 55 no and ten abstentions, the participation of the Italian military contingent in the multinational protection force in Albania, mission ‘Alba’. On 19 June 1997 the Senate also approved it with the favorable vote of Sd-Ulivo, Verdi, Fi, An and Cdu, the abstention of the Prc (which in April had had a moment of break with the Ulivo government) and the vote against the Northern League. Prime Minister is Romano Prodi.
KOSOVO: on April 13, 1999, the House and Senate approve the resolution of the majority on Kosovo. In the Senate the motion passes with the votes of the majority, including the Cossigiani, while the opposition votes against. In the Chamber, the resolution is approved with the abstention of the Polo. The majority, with the exception of the PDCI, abstained from part of the resolution of the Polo. The PRC leaves the classroom and does not participate in the vote. The Chairman of the Board is Massimo D’Alema.
AFGHANISTAN: on October 9, 2001, the House and Senate reach a bipartisan vote which mandates the government to support the US in the fight against international terrorism and for military intervention in Afghanistan. However, the majority and Ulivo do not vote for a common document. The solution identified is that of a cross abstention that allows the approval of both the center-right document and that of the Olive tree. In addition to the PRC, the Greens and Pdci also vote against, which in turn present a resolution. On 7 November 2001, the Chamber and the Senate approved the common mechanism of the motions presented by the majority and by Ulivo for the Italian military participation in the operation. In particular they say ‘no’ Communist Refoundation, Italian Communists, Greens and leftist DS. Prime Minister is Silvio Berlusconi.
LIBYA: Considerable attention has been paid to the internal armed conflict in Libya since February 2011. In this regard, we recall the resolutions approved in the Chamber at the session of 24 March 2011.
IRAQ: On August 20, 2014, the Chamber’s Foreign and Defense Committees approved the resolution supporting the sending of weapons to the Kurds against Isis. The yes of the Commissions comes with 56 votes in favor and 12 against.
