The searches took place in the apartments and offices of the assistant to the head of the Ministry of Internal Affairs, Lieutenant General Sergei Umnov, the head of the traffic police of St. Petersburg and the Leningrad Region, Major General Alexei Semenov, and retired Major General Ivan Abakumov. The investigative-operational groups of the Investigative Committee and department “M” of the FSB of Russia were looking for documents and items prohibited for circulation.
According to the publication, these defendants in the case allegedly persistently recommended that businessmen donate funds to the Fund for Assistance to the Programs of the Central Internal Affairs Directorate of St. Petersburg and the Leningrad Region. The investigation believes that this money was spent uncontrollably on various police activities, bringing certain preferences to donors.
On June 30, General of the Ministry of Internal Affairs Alexander Melnikov was sentenced to seven years of strict regime for attempting major fraud, and the court also fined him 30 million rubles.
The defendant was found guilty of attempting to receive a bribe on an especially large scale by an official through an intermediary for committing illegal actions. The victim in the criminal case was a businessman who was suspected of fraud and checked for involvement in the crime. According to the investigation, Melnikov, together with his accomplices, suggested that he avoid criminal liability for 100 million rubles. It was also noted that he planned to move abroad.
