In days gone by, the National leader of the National Action Party (PAN), Marko Antonio Cortés Mendozaha denounced that employees of the Mexican Postal Service (SEPOMEX) have been used for the Party Morena (BRUNETTE) for the delivery from his electoral propagandafor this reason he indicated that he will present a complaint before the Specialized Prosecutor’s Office for the Attention of Electoral Crimes (FEPADE) and before him National Electoral Institute (INE).
With the videos published through social networkswe must say that said service is completely legal and valid, it is a “Collaboration and Support Agreement for the Use of Postal Franchises”, signed between the INE and SEPOMEX. This collaboration is based on the official letter INE/DEPPP/DE/DPPF/2059/2024 dated April 22, 2024, by which the INE requested SEPOMEX provide seven national political parties and independent candidates with the service of “Commercial Propaganda without an Express Recipient”. In addition to all this, a budget item was authorized for 2024, for the not inconsiderable amount of $35,671,867.75 for each of the following Parties: National Action (PAN), Institutional Revolutionary Party (PRI), Democratic Revolution Party (PRD) , of Labor (PT), Verde Ecologista de México (PVEM), Movimiento Ciudadano (MC) and MORENA giving a total allocated budget, not insignificant, of $249,703,074.25. Furthermore, this is not the first time this has happened, since the 2017-2018 and 2020-2021 federal campaigns, the INE (formerly IFE) had authorized the provision of said service by SEPOMEX.
And this is according to the statement issued by SEPOMEX and published on its official website, this advertisement must meet the requirements of being “communication printed on sheets, brochures, diptychs, triptychs and/or catalogues, which does not have an addressee”, which is delivered to the postal codes requested by the political party and/or independent candidate, and must also be the “Propaganda of candidates for elected positions for pre-campaigns and campaigns; Propaganda to publicize its basic documents; be general information about a promotion or event; Newsletters, propaganda to publicize Laws and Regulations; Propaganda to publicize electoral proposals; and Dissemination of political proposals, activities, conferences, through brochures.”
Therefore, this practice is not illegal, but it is striking that only MORENA, has used this service, exercising almost 70% of the budget, while the rest of the parties have used less than 1% of the allocated budget. So, what we should ask Marko Cortés is if his party has been negligent in exercising the budget, or is it that SEPOMEX has refused to provide the service, but it seems more like a lack of knowledge on the part of the leader than a refusal on the part of the authority. Let’s see what the complaint is about.
