ANOTHER INCREASE IN PHONES. Even though Telmex rates will not be increased for at least the next five years, according to statements by the company's general director, local telephone service will in fact become more expensive when the new “metered service” comes into operation, which authorizes a certain number of calls per month, applying additional charges when the user exceeds the set figure. This “metered service” has already come into force in other cities and will come into operation in Los Mochis before the end of this year.
43 INMATES ESCAPE IN BRAZIL. Rio de Janeiro. Forty-three prisoners managed to escape from an old prison after a violent shootout in which two prisoners were killed and five inmates injured, seeing their intentions to escape frustrated. Authorities reported that the inmates had help from outside for the escape, but no further details were given. Apparently some had weapons and explosives. On January 19, another spectacular escape took place, in which the famous thug Lucio Flavio participated, where the prisoners shot their way through, all of them being captured by the authorities.
PRIESTLY ANNIVERSARY OF FATHER LOMELÍ. In the restaurant of the Beltrán Hotel in this city, a group of respectable people offered a banquet to the priest Antonio Lomelí, on the occasion of his twentieth anniversary of priestly ordination. The honorable and esteemed priest was accompanied by a large group of parishioners from the Parish of the Sacred Heart of Jesus, where the honoree has served the Catholic community of this city for years. Attendees enjoyed an exquisite dinner.

FORMER OFFICERS PROSECUTED. In what indicates that there is a desire not to overlap irregularities and corruption, former officials of the municipal administration of Escuinapa, including the former treasurer, are being subject to an audit, they will have to appear before the State Congress and if found guilty, they could be handed over to the authorities. It has now emerged that in Escuinapa there was irresponsible management of municipal finances and misuse of federal resources, during the administration of the now former mayor, Ismael Burgueño.
BOMBED SECOND SERBIAN CITY. Belgrade. NATO bombed Serbia's second city and a chemical factory, as Yugoslavia closed the main exit point for Albanian refugees fleeing Kosovo. Serbian forces prevented the departure of Kosovars of Albanian origin, and the flow of refugees to Albania, Macedonia and the Yugoslav republic of Montenegro was stopped. Yugoslav officials accused Albania of “aggression,” broke relations with its southern neighbor and closed the Morini crossing, where tens of thousands of refugees were leaving. Albanian soldiers surrounded the border post and ordered journalists to stay away. The international inspectors said the situation was tense and it was impossible to know when the crossing would reopen. The US war crimes ambassador said perhaps tens of thousands of Kosovars died at the hands of Serbian security forces, and that the UN War Crimes Tribunal would investigate Yugoslav President Slodovan Milosevic. At dawn, anti-aircraft alarms sounded in Belgrade, the target of repeated attacks since the start of the campaign on March 24. The bombings try to force Milosevic to accept a peace plan for Kosovo. Bad weather limited NATO operations.
