The Board of Directors of the Helsinki and Uusimaa Hospital Districts has decided that the bonuses already decided will be paid and that the paid bonuses will not be recovered.
The Board of the Helsinki and Uusimaa Hospital District (Hus) has CEO Markku Mäkijärvi’s proposal not to pay salary supplements to caregivers.
Interim allowances already paid will not be recovered and additional allowances already decided will be paid.
Torsion The nursing allowance paid in the Helsinki and Uusimaa Hospital District (Hus) was extended until midnight on Monday night.
At Monday’s morning meeting, the Board of Directors decided not to exercise the right of withdrawal to pay for the care allowances of the three divisions. Following widespread criticism of the CEO’s decision to cancel the salary increases already decided, the board said on Monday that it had exercised “holistic judgment given the current staffing situation”.
In the process the government calls for urgent action to improve human resource management and leadership. As Mäkijärvi had used the right of withdrawal to claim that the salary supplements decided for the three divisions would not treat all Hus employees equally, the Board now emphasized that the salary development program approved by Hus’ Board in December should assess the criteria for equal pay.
Three The decisions of Hus’s divisional director on temporary appointments were brought to Hus’ Board of Directors because Mäkijärvi exercised his right to take decisions in accordance with the Municipal Act.
Salary supplements are justified by additional, non-basic tasks. These have accumulated due to the corona pandemic, for example.
The government was therefore presented with a new proposal to repeal the salary increase decisions. In it, Mäkijärvi suggested that the industry managers’ justification for staff availability problems and significant understaffing was insufficient, and the decisions would put staff in an unequal position.
Although Undoubtedly, the departments that have already been decided to receive salary supplements are understaffed. According to the presentation on the table, no exceptional changes have been made to the operating conditions.
The first of the tasks had been decided by the Head of the Head and Neck Center. In the Oral and Maxillofacial Diseases Department, it was decided to pay a salary supplement to the nursing staff in September-February. The price would be around € 44,000 and would apply to 14 employees. According to the director of the ward, four nurses have resigned or been temporarily absent for other reasons in a short period of time.
At the Heart and Lung Center, it was decided to pay a total of 147 employees to the four departments. The price in October-February would be EUR 45,516 per month and a total of EUR 227,600 with ancillary costs. According to the division manager, the money would be taken from the salary money saved due to staff shortages.
In the heart and lung center According to the division director, several personnel have been laid off from several units for a short period of time or they have been temporarily absent from their duties. In particular, the supply of deputies has been significantly reduced, according to the justification. The staff shortage is between 21 and 29%. These departments have significant responsibilities in the care of coronary patients.
The abdominal center has more than 400 employees. The price in October-February would be 667,089 euros with side costs. According to the division manager, nursing staff have also resigned from these units in a short period of time or have been temporarily absent from their duties. The average shortage of nursing staff in wards is about a third.
Caregivers Tehy, an advocacy organization, said it was prepared to take “all possible legal action” on behalf of Hus caregivers before the government’s decision. Tehy’s Director of Advocacy Else-Mai Kirvesniemi described the situation in Hus as “truly absurd”.
“Management is now lost in Hus, this is really bad personnel policy and management,” says Kirvesniemi.
Tehy’s position was that Mäkijärvi’s justification for canceling the allowances was not sustainable. According to Kirvesniemi, the essential thing was that the units in question had laid off, which has created a relatively permanent shortage of personnel for critical departments.
