Zainskaya GRES modernization project stopped without an American turbine
The modernization of Zainskaya GRES, the largest thermal condensing power plant in Tatarstan, has been stopped indefinitely due to a lack of equipment. It was assumed that Tatenergo would install a super-powerful turbine (571 megawatts) manufactured by General Electric, but due to sanctions, the American company refused to supply, writes “Kommersant”.
Chairman of the State Duma Energy Committee Pavel Zavalny said that it is currently impossible to bring the 9HA.02 turbine to Russia, although it has already been paid for. Now you should understand what to do with this station. In turn, Aleksey Maslov, head of the Inter RAO strategy and investment block, admitted that even if the unit had been delivered, it would not have been possible to operate it due to problems with the service of this “most complex turbine”.
Sources of the publication note that the most likely option is to close the project worth 37 billion rubles, which in 2019, out of the general competition, was included in the program for the modernization of old thermal power plants. It was assumed that over 16 years of operation of the American-made turbine, consumers will be able to save 500 billion rubles.
In Russia, such equipment is not produced. Zainskaya GRES was supposed to be half the price of the option when using power units on Russian experimental gas turbines. Therefore, an exception was made for Tatenergo – the company was allowed to participate in the tender with a foreign turbine. According to the terms of the contract, the power unit was to be built by December next year, the contract for the work was received by the Turkish Enka.

Sergey Rozhenko from Kept noted that there is no critical need to launch the project on time in the near future, because the demand for electricity in Russia is likely to decrease. Therefore, the authorities should comprehensively evaluate what is cheaper, reformat it with much less efficiency, or completely abandon modernization.
Earlier, Gazprom reduced supplies via the Nord Stream gas pipeline from 167 million cubic meters to 67 million due to problems with two Siemens turbines. One of them is being repaired in Canada, and the second remains in Russia in an unusable condition, but only a Canadian company can carry out maintenance. The head of the company, Alexei Miller, emphasized that they would not be able to solve the problem on their own in Russia.
