President Vladimir Putin decided to return to one of the most emblematic titles that emerged between the 1920s and the 1990s, with the aim that the population of Russia would not decrease.
The Russian government reported that in the third week of August 2022 it will begin to exercise the decree signed by the president, which consists of granting the honorary title ‘Mother Heroine’ to the women who have 10 or more children born in the country.
In accordance with the regulations, this appointment is included with a monetary reward of one million Russian rubless -more than 72 million Colombian pesos, to date-, in addition to a medal in the form of a five-pointed golden star.

Still, women who want this certificate must meet some requirements:
The first nine children must be alive by the time the tenth child is a year old, unless one is killed in civic service, the military, or in a terrorist attack.
All children must receive basic care for their development – health, education, physical, spiritual and moral development.

During the last years, Russia has suffered a big drop in its demography -study of the human population in its continuous change in the quantitative and qualitative fields-, specifically it has witnessed it more during the invasion of Ukraine, emigration and the low rate of birth rate
According to the state statistics agency ‘Rosstat’, Russia’s population fell by an average of 86,000 people per month between January and May 2022. It currently has about 145 million inhabitants after the year 2020 it had almost 146 million.
The past of the decree
Previously, this decree was in force since the Soviet era – a federation of republics with a communist ideology that existed from 1922 to 1991. It was created in 1944 by Soviet leader Josef Stalinand ended until the Soviet Union ended.
According to the book ‘Stalin’s War’ by author Geoffrey Roberts, at the end of 1941 Russia lost more than four million soldiers. For this reason, the leader designed that resolution so that the population would recover the number of lost citizens.
