Representatives of the Ministry of Foreign Affairs (MFA) and the Ministry of Justice of Russia reported to the country’s President Vladimir Putin that the Taliban (terrorist organization banned in the Russian Federation) can be excluded from the list of organizations prohibited in the country. The director of the second Asian department of the Russian Foreign Ministry, the special representative of the Russian President for Afghanistan, Zamir Kabulov, told the media about this.

Russia invited the Taliban to SPIEF
On the same day, it became known that the Taliban were invited to participate in the St. Petersburg International Economic Forum (SPIEF). According to Kabulov, several promising areas of cooperation are planned to be discussed with them during the event.
“Traditionally, the Afghans are interested in continuing to expand cooperation on the purchase of petroleum products in Russia and other goods of high demand. Of course, in the future it will be possible to talk about using the transit capabilities of Afghanistan to expand trade turnover with the vast region,” he noted.
Earlier in May, Kabulov had already indicatedthat the Taliban are now not an enemy of Russia. He noted that although representatives of the movement are not “Russia’s number one friends,” they have confidence in Russia, perceiving it as the legal successor of the USSR.

In April, Russian Presidential Press Secretary Dmitry Peskov spoke about the likelihood of the Taliban being removed from the list of banned organizations. He noted that Moscow would announce its position on this topic after completing a detailed study of the issue. The Kremlin representative emphasized that Moscow maintains contacts with the Taliban. “In fact, like everyone else, we communicate with them. And they are the de facto government in Afghanistan,” Peskov said.
The UN Security Council listed the Taliban as a terrorist organization in 2003. At the same time, the Supreme Court of the Russian Federation recognized the Taliban as a terrorist organization. In May 2021, after the withdrawal of American troops from Afghanistan who had been in the country since 2001, members of the movement began an offensive on major cities in the country and entered Kabul in August, announcing the end of hostilities. In September of the same year, the composition of the provisional government was announced, the legitimacy of which has not yet been recognized.
