The Government of the Federal District estimates that more than 4,500 are able to renegotiate overdue debts by December 2022
More than 4,500 companies in the Federal District will be able to renegotiate overdue debts with the Government of the Federal District through the Refis-DF (Tax Regularization Incentive Program) 2023. The initiative is valid for debts incurred until December 31, 2022.
Membership can be done in person at DF Revenue units or via email. Federal District Tax Service Portal until November 30th. Individuals can also participate. The program does not include debts arising from Simples Nacional.
The negotiation is valid for:
- ICMS (Tax on Operations Relating to the Circulation of Goods);
- ISS (Service Tax);
- IPTU (Urban Property and Territorial Property Tax)
- IPVA (Motor Vehicle Ownership Tax)
- ITBI (Real Estate Transfer Tax);
- ITCD (Cause of Mortis and Donation Transmission Tax);
- public cleaning fee (TLP);
- Simple Candango;
- debts arising from monetary penalties for non-compliance with ancillary tax obligations;
- and tax and non-tax debts of the DF and its authorities, foundations and similar entities.
How will payment be made in installments and discounts?
Payment can be made in cash, with a 99% discount on interest and fines, or in installments, with an initial payment of 10% and the remainder divided into up to 120 installments.
When paying in installments, the reduction in interest and fines progressively decreases, until reaching 40%. Read:
- 90% of its value, paid in two to 12 installments;
- 80% of its value, paid in 13 to 24 installments;
- 70% of its value, paid in 25 to 36 installments;
- 60% of its value, paid in 37 to 48 installments;
- 50% of its value, paid in 49 to 60 installments;
- 40% of its value, paid in 61 to 120 installments.

The estimate from Sefaz-DF (Finance Department of the Federal District) is that the program will raise around R$400 million. According to the agency, more than 150 thousand individuals and 4,500 companies are able to join Refis-DF.
