Pnrr, the national cloud and the dispute between the State and Fastweb-Aruba
The government must also deal with further issues relating to Pnrrespecially with the litigation ongoing with Fastweb-Aruba. The Council of State, in fact, declared “in root illegitimate” the awarding of the national strategic hub to the grouping Tim-Cdp-Leonardo-Sogei. The project of Psn for the national cloud however – reports Il Sole 24 Ore – it went ahead and the activity of the company set up for the purpose had no repercussions since the sentence did not foresee ineffectiveness of the contract and the takeover of the team exited as a loser, i.e. Fastweb-Aruba. But behind the scenes the discussions of the Department for digital transformation of Palazzo Chigi with Fastweb and Aruba are still continuing.
There is discussion – continues Il Sole – of a compensationstarting from the evaluation made by the latter of around 50 million, which the Department would still consider to be a figure that is still too high. But, and this is one of the innovations that is apparently taking shape, the compensation it could also materialize with other channels, that is, with one form of collaboration of the two companies excluded from the project currently underway. In recent days the Lazio Regional Administrative Court accepted Fastweb’s request access to the opinion of the Pnrr mission structure which, according to what was informally claimed by the Department, would have clarified that despite the ruling of the Council of State there are no risks with regard to the use of European funds of the Pnrr. The government and the companies involved are studying a solution that satisfies everyone.
