Pedro Fernández Alén has been re -elected by acclamation president of the National Confederation of Construction (CNC) in the General Assembly that took place this morning at the headquarters of the Spanish Confederation of Business Organizations (CEOE).
In this way, the president also … of the Labor Foundation of Construction (FLC) and the Commission of Infrastructure and Concessions of CEOE, and vice president of the Spanish Confederation of the small and medium enterprise (Cepyme), will be in charge of a sector that represents more than 10% of the GDP and that gives employment to almost 1.5 million workers.
During the inauguration of the Assembly and before the Minister of Housing, Fernández Alén has lamented the serious confrontation that exists between the government and some autonomous communities and municipalities. Within the Executive, he has asked him to assume coordination between all the ministries involved, among which work, social security and migrations and education, in view of the problem of lack of labor; Economy and Finance to expedite public contract regulations and private public collaboration; or transport.
Regarding housing, Fernández Alén claims a great state pact to show partisan interests and, as a more urgent measure, unlock the land law, whose paralysis is due to the “incomprehensible lack of political will.” According to CNC calculations, 220,000 homes are needed annually to begin to relieve market problems and achieve the “cruise speed” of 150,000 per year in the next five years.
Own media abuse
Already in the closure, in which the president of CEOE, Antonio Garamendi; Fernández Alén has alerted the poor health that crosses public hiring at a time especially delicate for the urgency of executing European funds in a timely manner. Specifically, the president of CNC asks to put an end to the “abuse” of own means by the different public administrations, which is breaking the free business competition and significantly reducing the number of companies that concur to tenders.
In parallel, Fernández Alén proposes a classification model that does not hinder the access of companies to hire works. Likewise, it recognizes the good will of transport to review the prices of public contracts and, thus, to offer certainty to companies in a time so characterized by market volatility.
New foreigner regulation
Finally, it has been addressed to the Ministry of Inclusion, Social Security and Migration, for which the Secretary of State, Pilar Cancela, has attended, to whom he has defended, among other measures, a regularization of immigrants through roots by training with regulated, short and accumulable formative itineraries – between 60 and 100 hours – in collaboration with the Ministry of Education; using the more than 60 centers of the Labor Foundation. Similarly, advocate launching the new foreigner regulations to bring immigrants trained from the origin in decent working conditions.
Throughout the Assembly, the president of CNC has taken stock of these four years of work to prestige the image of the construction “against his unfair demonization.” A sector, in his opinion, “fundamental to promote the transformation and modernization of Spain.”
As the most prominent milestones, it highlights the elaboration of “unpublished reports” on the impact that inflation or deserted tenders had, as well as the role of social interlocutor that CNC has assumed, for example, against abuses such as the reduction of the workday that, in addition to diminishing the salary of workers, is an attack on collective bargaining. Attack that Fernández Alén is criticized when considering that this social monologue should not replace the fruitful dialogue that characterizes the sector, as shown by the VII General Convention, which includes the first Sectorial Simplified Employment Pension Plan in Spain and makes construction a pioneering, dynamic, flexible and exemplary sector.
