Federal deputy Pedro Aihara (PRD-MG) foresees an increase of at least R$500 million in emergency funds against disasters, if the proposed amendment to Constitution 44/2023 is approved.
Aihara was rapporteur for PEC 44 at the Chamber’s Constitution and Justice Committee (CCJ) and, as found out by the Political Broadcastis listed as rapporteur for the special commission convened by President Arthur Lira (PP-AL) this Friday, 3rd.
The commission was created in February and, as determined by Lira, it should be installed on May 8, after the recent tragedies in Rio Grande do Sul.
According to reports in the report, deputy Jorge Goetten (PL-RS) is seeking the presidency of the commission, and the name of Ricardo Salles (PL-SP) is also mentioned for the post. The president of the Chamber has not yet designated any of the names.
The PEC is authored by deputy Bibo Nunes (PL-RS) and determines that Article 166 of the Constitution now provides that “at the discretion of the deputy or senator, a reservation of 5% of the amount made available for its amendments must be made, to face catastrophes and natural emergencies, to be allocated to the respective competent federal body, which must immediately transfer at the time of the disaster, to the respective units of the federation within the limit of the reserved amount, and must be reverted to parliamentarians in the fourth year of the Legislature if they do not have there have been complications that justify its use”.
The estimated increase of R$500 million with the PEC does not include the Senate amendments. Furthermore, he highlights that the proposal is restricted to individual mandatory amendments, and that, during the special committee, members can debate the possible extension of the rule to other parliamentary amendments. According to him, these funds would be prioritized for immediate transfers to emergencies, and not for prevention projects.
“There is a dependence on federal government funds for ready employment in the event of a disaster,” Aihara told the Political Broadcast.
When announcing the installation of the commission on her social network, Lira wrote that she is “available to approve emergency measures that can help the government and people of RS to overcome this difficult and painful moment”.
With 34 effective members and an equal number of substitutes, the commission will analyze the merits of the text over a period of 40 sessions. If approved, the PEC will go to the plenary and need 308 favorable votes from deputies in two rounds of voting to proceed to the Senate.
