According to industry advocacy, education will eradicate excesses and make the industry no longer need a separate, restrictive law.

The industry thus wants to harmonize its practices and reduce the amount of erroneous control fees.
The training lasts three months and is organized by Spaty, an association of Finnish parking operators, and Careeria Vocational School, which operates in the Helsinki metropolitan area.
“One of the purposes of the training is to achieve harmonized operations and streamlined supervision,” says Spaty, Chairman of the Board and CEO of Parkkipate. Christian Metsäranta.
The training is of the apprenticeship type and is aimed specifically at supervisors already working in the field. Practices in the industry have varied. Training also includes safety features as supervisors face threatening situations.
“Not many people start writing incorrect control fees, but we try to keep the amount as small as possible,” says Metsäranta.

Private parking enforcement is an area that evokes strong emotions. Congressman Kimmo Kiljusen (sd) A bill still under consideration in Parliament to overthrow the sector won over a majority of MPs. The initiative aims to limit parking enforcement to a public task, not a business that benefits parking companies.
Metsäranta has now become a more prominent advocate in the industry, as this interview also shows. He has not just appeared in public but now emphasizes his desire to be open.
The industry’s desire to respond to criticism, on the other hand, is indicated by the forthcoming training, in which the profession is sought to have official degree status.
“The bill sees the industry wanting smoke, but we think the industry’s own self-regulation is enough. That is what education is about. We have already invested in the training of supervisors anyway. ”
According to Metsäranta, a parking attendant earns a little more than a security guard. There are people in the industry with a background in just primary school or higher education. Their age varies from the twenties to the retirement age, there are slightly more men than women.
Chairman Pauli Ståhlberg The Consumer Disputes Board considers the training of supervisors to be a very good thing. According to him, less than half of the supervisory fee fees coming to the board recommend a rebate or a waiver by the company.
Ståhlberg describes the many disputes handled by the board as one in which parking enforcement companies try to make favorable decisions based on a new case-by-case nuance. He criticizes companies for still wanting to write a fee for even minor errors in contract law, even though it’s usually unreasonable.
“Consumers, on the other hand, have the misconception that if they have paid for anything at all, that is enough. Imagine that you have then fulfilled your obligation, even if you paid another company or another car with a registration number. ”
Motorists receive approximately 400,000 parking control fees per year.
According to Metsäranta, the most common disputes are, for example, paying for the wrong area with a mobile payment. Thus, a motorist may park in a private area but pay for a municipal one.
There will also be disputes over the use of the parking disc if, for example, it has been dropped or is not otherwise visible. Someone tries his luck by claiming that it is time to put the time to return to his car on the puck.
But if the control company makes a mistake, the payment will be canceled, Metsäranta assures.
“Of course, 400,000 payment errors a year happen, unfortunately it cannot be avoided. It has a place to look in the mirror, but the aim is to keep errors to a minimum. ”
The surveillance fee still stings when you find it in your own windshield.
“I realize it’s not nice to get paid, but the same thing it’s on the municipal side. Not them fines are no nicer. ”
According to him, control fees are avoidable if the conditions are met. These include paying the parking fee and using the parking disc correctly.
Parking control is an area that derives its revenue from motorists ’mistakes, not actually from educating them about proper parking.
The industry is criticized for not using more reasonableness, but slipping the charge for even the slightest mistake. Metsäranta denies that the line would be unnecessarily tight.
“We follow a lot of the principle of reasonableness, and we also try to educate in situations. It is not in our interest to write undue payments. ”
For him, writing payments tells you about the particular prevalence of non-compliance.
He also reverses the matter: if someone pays rent for their parking space in the courtyard and someone else parks their car in it and receives a surveillance fee, the situation is only reasonable for the owner of the parking space, as an unauthorized parking guest may no longer park in it.
More criticism of the sector is heard. One is related to behavior. When there are a lot of cars known at a certain time at a certain place, like during concerts or sporting events, many believe that supervisors are just waiting for the right moment to tap all the hundred cars on the roadside at once.
“This is a misconception,” says Metsäranta.
“We do not practice. We have thousands of destinations all over Finland that are supervised by supervisors alone. But if we find that there is a recurring parking problem somewhere, then of course it is our job to reduce the problems. ”
Many have also said they have experienced a threatening tone in the communications of parking enforcement companies. Such is not in use, Metsäranta says.
“If someone disputes the appropriate supervision fee, then of course we’ll tell him we can take the dispute to court.”
