In EL DEBATE you can read several cases of deaths and wounded in accidents in motorcycles. Many times the notes report that among the injured there is minors. An example, on Monday night EL DEBATE reported: in Mazatlán, a minor died in a motorcycle accidentand, In Culiacán, two minors were admitted to the Pediatric Hospital by serious injuries caused by a motorcycle accidentone of them was already intubated due to the severity of his health condition.
The Chamber of Deputies on Monday April 29 approved a reform for prohibit minors under 12 years of age from riding motorcycles. In the bulletin of this legislative body it is reported: “The Chamber of Deputies approved, by 409 votes in favor, 25 against and zero abstentions, the opinion that adds the General Law of Mobility and Road Safety, with the objective of prohibiting any person, driver and/or passenger under 12 years of age to travel on a motorcycle when they cannot hold themselves to said vehicle or when they cannot properly place their feet on the stirrups or footrests. The opinion, sent to the Senate for its constitutional effects, adds a section in force of this decree. It points out that the proposal seeks to improve road safety and protect the physical integrity of motorcycle users; For this reason, restrictions are proposed on the transportation of girls and boys on motorcycles, by prohibiting this practice in order to prevent accidents and reduce the incidence of serious and fatal injuries. Furthermore, it indicates, it aims to promote a culture of responsibility and prevention in the use of this means of transportation, promoting the adoption of appropriate safety measures to guarantee the protection of girls and boys in Mexico” (Bulletin No. 6616, LV Legislature, Chamber of Deputies).
Now it will be the turn of the Senate of the Republic to approve and enact these legal reforms. Meanwhile, every day the media continues reporting on the deaths and accidents of infants on motorcycles. And subsequently, local congresses make adjustments to local laws, as established by the reform approved by the Chamber of Deputies of the Congress of the Union.
Of civic culture
An infant must go to school, must be able to play sports and have food. Without a doubt, many parents struggle to fulfill these constitutional rights of their children. The proliferation of motorcycles as a mobility and transportation vehicle has led many families to use them, even with infants. It is hoped that the Senate will soon approve this reform so that minors are not put at risk. And for each adult with minors in their care, do not expose them to danger during transportation. It is enough to remember that, in his childhood, that adult had to wait for the bus or walk to the place where he went to school, to play sports or go to play.
Paragraphs: Full force of the law
As long as Mexico does not achieve a civic culture that respects the roads of motor vehicles, with two and four tires, the media will continue reporting on human tragedies, and unfortunately, those of girls and boys. The first thing is that the parents, tutors or guardians of these children do not put them in danger, as long as there is no civic culture of respect for the mobility law. At least while the reforms are approved, the authorities cannot intervene if a child is on a motorcycle. But, yes, each adult will be responsible for what happens to a child in a motor vehicle, with two or four wheels. And, the authorities must bring the full weight of the law to bear on that adult when a tragedy occurs, of course, attributable to that adult.
