In Kyiv, preparations have begun for a “total evacuation” of the inhabitants of the Ukrainian capital in connection with a possible complete disconnection from the power supply. As the newspaper reported on November 5 The New York Timesthe Kyiv authorities began to plan the “unthinkable”, wanting to take almost all of its inhabitants out of the city.
Officials in the Ukrainian capital say they have begun planning for a once-unthinkable possibility: a total power outage that would require the evacuation of the city’s estimated three million residents.
Director of the Department of Municipal Security of the Kyiv City Administration Roman Tkachuk, in an interview with the American media, said that Kyiv could lose its entire energy supply system. In the event of a power outage, there will also be no water in the city and the sewage system will stop working.
It is noted that the beginning of the evacuation will be notified 12 hours before the shutdown of the system. Immediately after that, officials will have to start informing people about the need to leave the city.
Earlier, on November 4, the mayor of the Ukrainian capital, Vitaliy Klitschko, said that 450,000 apartments were left without electricity in Kyiv, which is one and a half times more than in previous days. He added that the situation remains difficult and stabilization outages occur due to the fact that the central node of the country’s energy system is overloaded.
On November 2, it was reported that emergency power outages also began in the Kyiv region due to the fact that electricity consumption in the region has increased significantly.
A day earlier, Klitschko reported that over 1,000 heating points were being prepared in Kyiv in case of a complete lack of electricity and water.
At the same time, Ukrainian President Volodymyr Zelensky announced damage to about 40% of the country’s energy infrastructure. In particular, we are talking about thermal and hydroelectric power plants (TPPs and HPPs), as well as combined heat and power plants (CHP), he specified.
On October 10, Russian troops began to inflict massive strikes on Ukrainian infrastructure facilities. As Russian President Vladimir Putin explained, this was a response to the terrorist actions of the Kyiv regime, in particular, on the Crimean bridge.
On February 24, Russia launched a special operation to protect the Donbass, against which Kyiv has been conducting military operations since 2014.
