the former minister Marina Silva (Rede-SP) said this Monday (28.Nov.2022) that the president-elect Luiz Inacio Lula da Silva (EN) isresolving” the negotiations of the PEC fura-teto, a proposal articulated to fund campaign promises. According to her, there is nonobody better” than the PT to deal with the text, since he is the “leader” of the new government.
🇧🇷He is the leader of all this, right? Nobody better than him. is not helping [nas negociações da PEC], is to solve. He is here solving🇧🇷 said in an interview with journalists at the CCBB (Centro Cultural Banco do Brasil), headquarters of the transitional government.
Watch Marina’s interview (5min56s):
Lula arrived in Brasília on Sunday (27.Nov) and will have a series of meetings to try to unblock the PEC. The first meeting is with the vice president-elect, Geraldo Alckmin (PSB)🇧🇷 He is also expected to meet again with the mayors, Arthur Lira (PP-AL), and the Senate, Rodrigo Pacheco (PSD-MG), and with allies in the coming days.
The expectation is that the text will be filed in the Senate on Tuesday (29.nov). There are disagreements about the validity of the proposal and the amount that should be removed from the spending ceiling to fund the Auxílio Brasil (formerly Bolsa Família) at the current level of R$ 600 next year, plus R$ 150 per child up to 6 years old.
The elected government advocates removing R$ 198 billion from the spending ceiling to fund the social benefit in 2023 and to adjust the budget for other social spending. Initially, members of the transition wanted the change not to be valid, but they started to accept a period of 4 years and now they accept a shorter term.
Marina Silva is part of the transition team’s Environment working group. She is a former senator from Acre and was elected federal deputy for São Paulo this year. She was Minister of the Environment in the Lula government and candidate for the Presidency of the Republic on 3 occasions.
According to the elected deputy, the transition asked congressmen to act as intermediaries in the Legislature to avoid voting on “bomb staves🇧🇷
🇧🇷In our case, from the environment area, we signaled which are the projects that we think should not be voted on now”, said. She claims that Congress “has its autonomy and independence”, but the group issued warnings about “sensitive projects”.
🇧🇷All those projects in relation to mining in indigenous lands, the demarcation of indigenous lands, in relation to the issue of pesticides and other projects that were considered very sensitive so that they would not be voted on at the end of both the legislative period and the end of the government”, he declared.
On Wednesday (30.Nov), the deadline expires for the transition nuclei to present the reports with diagnoses elaborated by the 31 technical groups. The documents must present the budget situation of each sector and recommend eventual revocations of normative acts of the current government of Jair Bolsonaro (PL).
