The administrative part of the center reported, as is mandatory in these cases, of the anomaly detected in the audit on the Blasco charges. According to the report, María Blasco, director of the CNIO, would have received during several exercises irregular charges attributed to assumptions “bonus” that they did not correspond to it and that the auditor calculated at a value of more than 30,000 euros per year.
The Management of the National Oncological Research Center reported this anomaly to the delegated commission, to which this type of incidents were transferred in the audits, and the incidence was subsequently transferred to the Ministry of Science and Innovation itself.
It was the Ministry himself who, when he received the report of the management of the center warning of the need to devote these amounts, claimed that he had to study whether the CNIO director was really obliged or not to return them. That “study” was never carried out.
The center’s management report moved to the Ministry in 2021, but this paralyzed and frozen the need to return the money perceived irregularly and never made any requirement to the director for its return.
“Indefinite contract”
Something very similar happened with respect to the indefinite contract of María Blasco herself. In another audit, the need for her to correct the indefinite nature of her contract was also detected, since, according to the patronage norms of the Center, the position of scientific director could only be for five years and he had agreed to conversion into indefinite. Specifically, the auditor warned: «It has been observed that the validity of the five -year director of the director of its signature has ended on February 15, 2018. On February 26, the Board of Trustees has approved its renewal indefinitely. Analyzed the Minutes of the Board of Trustees, it is observed that this agreement is against the provisions of the modification and recast of the Statutes of the Foundation on February 1, 2013, which establishes in its article seventeen that the Board of Trustees will appoint a director will appoint a director of the FSP Cnio with whom the appropriate contract will be formalized in its founding mission. In no case may the duration of this contract exceed five years extendable by agreement of the parties and in accordance with the applicable provisions in their matter ».
But the audit even went further, and, thus, he warned that “the contract was approved at the meeting of the Board of Trustees held on February 26, 2018 and reported preceptively and unfavorably by the State Attorney of the Secretary of State for Research and Innovation , as stated in Annex 2 of the minutes of the aforementioned meeting ».
The director of the CNIO, María Blasco, thus has been in the position since 2011 and currently continues to occupy that position of responsibility.
The auditor observed this anomaly and warned it in its report so, once again, and as is mandatory, the administrative part of the CNIO also transferred the delegated commission to be corrected and remedied by said irregularity.
However, this indefinite contract was never reversed by what María Blasco is currently being included as a director with an indefinite contract without having respected the obligation to submit her mandate to renewal or not by the Board of Trustees of the Center.
