It was published on the website of the 5 Star Movement the list of the 20 topics that could be discussed in the constituent assembly scheduled for October. Of these, only 12 will actually be the subject of in-depth study. They will be selected, in the coming days, by members but also by non-members who in recent weeks have already participated in the first phase of the constituent process.
The list also includes the points that have been the subject of fierce dispute in recent days between President Giuseppe Conte and the guarantor co-founder Beppe Grillo, namely the possibility of questioning the name of the Movement, its symbol and the rule of the limit of two mandates.
The 20 themes were chosen by Avventura Urbana, a private company that deals with conflict mediation, based on the contributions proposed in recent weeks – during the first phase of the process – by members and supporters.
“We cannot deal with all possible issues: we must select those that, in your assessment, characterize the most important challenges that the Movement is called to face”, we read on the M5S website. “Ultimately, your indications will serve to define the most important strategic objectives that must guide the political action of the Movement and the most relevant changes useful to make our organization more efficient”.
Starting today, Wednesday 18 September, and until midnight on 22 September, members and supporters who took part in the first phase will be able to vote on what they consider to be the 12 priority themes among those proposed. The 12 most voted themes will be the focus of the second phase, in which all those who worked on the first phase will participate, plus 300 members drawn at random and 30 young people between the ages of 14 and 17. After that, in October, there will be the third phase, that is, the actual assembly, which will culminate with the final vote.

1. Review of the Charter of Principles and Values
2. Reforms for a greater territorial balance in the country
3. Inclusive economic growth and decent work
4. Fighting tax evasion and ethics in business
5. Reform of the National Health System and protection of the individual
6. A new model for social and welfare services
7. The centrality of the justice issue in the political action of the Movement
8. Digital transition and responsible use of AI
9. Primary and secondary school reform
10. University and scientific research
11. Free information and subsidies for culture
12. Fight against discrimination and gender violence
13. Right to housing
14. Ecological transition and natural heritage for an integral ecology
15. More voice for young people and active involvement in the Movement
16. Quality of life in urban centers
17. Infrastructure and national transport network
18. Review of the Statute to discuss the roles of the President and the Guarantor, the name and symbol of the Movement and the reorganization of the territorial Groups
19. Review of the Code of Ethics for Candidacies and Alliances (which provides for the rule of the limit of two mandates, ed.)
