The second vice president and Minister of Labor and Social Economy, Yolanda Díaz, signed this Thursday the first memorandum of understanding of her Ministry with Palestine as a country, after the recognition by Spain of the Palestinian State last May. “Palestine has become the country that receives the most technical cooperation programs,” stressed Díaz, who has announced more future projects between both governments.
The signing of this first memorandum (MOU) between the two ministries of Labor, which Díaz has signed with his Palestinian counterpart, Enas Attari, took place this Thursday in La Moncloa in a high-level inter-ministerial meeting between the governments of both countries. With President Pedro Sánchez at the helm and also the Palestinian Prime Minister, Mohammad Mustafa, other agreements have also been reached, such as on Youth and Agriculture, the second vice president’s team indicates.
Although these types of memoranda are gestures of closeness between countries, the Ministry of Labor also highlights their practical relevance, which is reflected in measures, projects and collaboration between administrations, explain sources from the department headed by Yolanda Díaz.
At the event, the second vice president recalled the tens of thousands of fatalities in Gaza and highlighted the official recognition of the Palestinian State as the “first brick in the construction of a just and lasting peace,” highlights the Ministry of Labor.

“Technical help” and resources for the social economy
“Today we signed the first memorandum of understanding between the Ministry of Labor and Social Economy of Spain and the Ministry of Labor of the State of Palestine, which will promote collaboration between both ministries at all levels,” explained Yolanda Díaz in her speech, both in socio-labor matters and the social economy.
The Ministry of Labor explains that Palestine has already become “the country that receives the most technical collaboration”, a collaboration that is intended to be expanded with this new memorandum. The objective is to support the Palestinian people “with all possible tools,” said Yolanda Díaz.
Attari and Díaz held their first bilateral meeting on November 13 during the International Labor Congress in Madrid, in which they discussed the various technical assistance provided throughout this year on topics “such as equal pay, statistics, self-employment, cooperatives, social dialogue, training or public employment services.”
In addition, the Ministry of Labor and Social Economy has made a contribution of “100,000 euros” to the International Labor Organization (ILO) in matters of social economy to strengthen the cooperative fabric of the West Bank and the future reconstruction of Gaza. Specifically, it has been allocated to the project “Improving access for cooperatives to markets to achieve decent work and resilience in the occupied Palestinian territory,” explains Work.
“And we plan to launch new projects in 2025 to address the priorities that the minister pointed out to me in our meeting this month, and that we share: women, young people and training for employment,” added Yolanda Díaz.
