The nursing organizations said they would postpone the start of the second phase of the strike over Easter to give the Conciliation Board enough time to mediate the labor dispute. The organizations believe that mediation has not progressed at the pace they desired at Easter.

Nursing organizations Tehy and Super’s two-week nurse strike ended on Friday. The next strike, wider than its predecessor, will begin next Wednesday, unless the outcome of negotiations between the organizations and the employers of the Municipal and Welfare Region (KT) is reached before then.

The strike begins on Wednesday, April 20th and ends on Wednesday, May 4th. The strike concerns special care in 13 hospital districts. At that time, there are about 35,000 nurses on strike, according to organizations. The strike, which ended on Friday and covered six hospital districts, involved 25,000 nurses.

Later in May, the municipal sector is threatened with a large-scale strike, for example in the Helsinki metropolitan area. This strike, which affected municipal schools and kindergartens, as well as private schools, was postponed just before Easter and is scheduled to begin on 3 May.

Because the labor dispute in the municipal sector has not been settled under the leadership of the national mediator, the Minister of Labor said Tuula Haatainen (sd) just over a week ago, a dispute was settled by a conciliation commission chaired by the Under-Secretary of State Elina Pylkkänen from the Ministry of Employment and the Economy.

Last Monday, caregivers confirmed that they would postpone the start of the second phase of the strike over Easter to give the Conciliation Board enough time to mediate the labor dispute.

Towards the end of the week, the leadership of the nursing organizations expressed their disappointment at the pace of mediation progress during Easter.

On Thursday, Tehy’s CEO Else-Mai Kirvesniemi told STTthat it appeared to him that the Conciliation Committee was taking Easter leave, as no formal negotiation had taken place.

Pylkkänen, chairman of the Conciliation Committee, denies the allegations about the Easter holiday to HS.

“I couldn’t describe that time with that word,” says Pylkkänen.

Pylkkänen says that during the Easter, he had bilateral talks with six chief negotiators from the wage and earners’ sides.

“I have also been in close contact with other members of the Conciliation Committee to advance matters. But we have not gathered, but we have kept in touch mainly by telephone, ”says Pylkkänen.

Elina Pylkkänen, Undersecretary of State at the Ministry of Employment and the Economy, was appointed chairman of the nine-member conciliation committee on 8 April. The purpose of the board is to find a settlement to a dispute over the collective agreements of more than 400,000 employees.

Caregivers believe this is not enough.

“In the media, both employers and [perhe- ja peruspalveluista vastaava] minister Linden have hoped for reconciliation before the start of the second strike. This is, of course, impossible if mediation is not actively implemented and a settlement proposal is not submitted, ”Rytkönen said in an e-mail.

Board Chairman Pylkkänen disagrees with the progress of the board’s work.

“We will not be able to make reconciliation proposals if we do not know the situation and the background to it. This background work is, to the greatest extent possible, the work that is being done to make the settlement proposal possible at all. ”

Pylkkänen says that the conciliation committee is currently waiting for the parties’ answers to the details of the text parts of the collective agreements.

“These are controversial issues related to working conditions that are still open and want to be defined in collective agreements.”

The negotiating bodies must submit their replies to the panel no later than Tuesday. The next conciliation committee will meet on Wednesday.

“Then we will find out where the negotiating parties have reached an agreement and we will see if there are any issues where no agreement has been reached. Then we start building solutions. ”
