The Minister of Justice, Abdullah Sultan bin Awwad Al-Nuaimi, issued Ministerial Resolution No. (205) of 2022 regarding the document on the behavior of family counselors in the reform and family guidance centers in the federal courts. The resolution also aims to promote the concept of family reconciliation, by bringing together views, reforming family disputes arising between family members, settling family disputes in order to preserve family stability and cohesion, and support basic professional values and professional conduct rules that family mentors must possess, in order to provide The best counseling services in the family field for the disputants, as well as with the aim of ensuring integrity, transparency and accountability when initiating family guidance procedures.
The decision, in Article 4 of it, defines the basic professional values that a family mentor must possess during the performance of his work, which are integrity, transparency, professional competence, honesty, honesty, impartiality, objectivity, tolerance, justice, equality and respect for the rights of others, and maintaining the confidentiality of information he learns during or because of the performance of tasks. assigned to it.

The decision also stipulated that the family manager perform all his duties efficiently and fairly, and in a speedy manner that ensures that the litigants obtain their legitimate rights within appropriate deadlines, and that he maintains order in all disputes before him, and that he be patient, dignified and courteous in his relationship with the conflicting parties, lawyers and others who deal with them in his capacity, and not to act in a manner that is inconsistent with the performance of his duties and the nature of his work.
The decision also sets standards for the professional competence of family mentors and their commitment to have the highest ethical standards and rules of professional conduct at work, and to be familiar with all laws, decisions, regulations, regulations and circulars related to their work and the ongoing amendments to them and to abide by them, and to complete the procedures in a manner that promotes diligence and timeliness, the participation of the parties and mutual respect Between all participants, setting appropriate dates for the meetings held between the parties commensurate with their circumstances, and that the postponements and periods between meetings are as short as possible, and that they employ visual communication techniques in holding meetings and announcements, and receiving documents from the parties and presenting them to them, whenever possible.
The decision also stressed the need for the family leader to be keen on achieving equality among all persons, whether they are disputants or fellow employees, and to avoid bias or favoritism for one of them or discrimination between them for reasons related to religion, race or colour, and to treat them better and not be harsh on them in saying or They are not subjected to any physical or moral pressure.
The ministerial decision, in its thirteenth article, included the matters prohibited to the family counselor and defined them by several points, the most important of which are: consideration of an existing dispute before the Personal Status Departments, between the same parties and on the same subject, and making conciliation and establishing any agreement in violation of the provisions of Islamic Sharia, law, public order or morals. , as well as prohibiting consideration of the dispute if he is a spouse or relative by lineage or affinity of the fourth degree, for one of the parties, or if he or one of his relatives has an existing litigation or interest with one of the parties, or if he is an agent for one of the parties in his private business, or as a trustee or custodian or One of his fourth-degree relatives, as well as the decision prohibiting the family counselor, is required to disclose the secrets of the dispute presented to him or that came to his knowledge by virtue of his position, or to make statements and information to various media outlets related to the procedures he has undertaken in the family guidance, whether formally or informally, or by providing them with publications For publication, except with special permission from the Judicial Inspection Department.
The decision also prohibits the family leader from declaring himself, or seeking to do so by means of propaganda or enticement, in a way that includes false or unreal information or a violation of public order or public morals, and to use his position or work to obtain a grant or material or moral benefit for himself. or others, or to carry out operations that would harm others, or cause professional or public accidents.
In the final rulings, the decision stipulates that the Judicial Inspection Department, the head of the competent court, and the judge, each within his jurisdiction, shall supervise and follow up the implementation of the provisions of this decision. In case of violation of its provisions, the rules and procedures established for the discipline of judges’ assistants in the federal courts shall be followed. This decision shall be enforced from the date of its issuance and publication in the Official Gazette.
