The acting president of the Board, Juan Manuel Moreno, has proposed the Minister of Health and Families, Jesús Aguirre, as president of the Andalusian Parliament, which is constituted this Friday. The leader of the PP has announced it through a tweet in which he has highlighted that he is “a competent, responsible person with the ability to empathize and dialogue with everyone.”
Aguirre (Córdoba, 66 years old), is a primary care doctor and has been a reference within the PP in terms of Health since he entered the Senate in 2008. In the Upper House he was spokesman for the Health Commission in 2012. The crisis of listeriosis, first, and the management of the pandemic in the last three years, have made Aguirre one of the Andalusian Government’s best-known advisers to citizens and one of the main political assets of his party.
As a counselor, he has kept communication channels open with all groups in the last legislature, an attitude that is consistent with the Andalusian president’s initial idea of governing as if he did not have an absolute majority. With this proposal, Moreno also begins to open gaps in the future Andalusian Government that will decide once it takes office on Saturday, July 23.
Aguirre will also chair this Thursday the age table of the Andalusian Chamber for being the oldest parliamentarian. The PSOE has proposed the former president of the Diputación de Cádiz, Irene García, to occupy a vice-presidency of the Parliamentary Table and its secretary of Organization, Noel López, to be secretary of the table. “I am sure that once again [Aguirre] It will live up to what all Andalusians expect, ”Moreno concludes in his tweet.
The Chairman of the Board is maintaining total secrecy about the composition of his Executive. The only thing that he has revealed is that he will expand the number of councils. In the last legislature, the PP governed in coalition with Ciudadanos and they established 11 departments of the Board: six for the PP and five for Cs. Then, Moreno prioritized the reduction of ministries to distinguish himself from the socialists, but in the first months of his career he verified that the macro ministries did not mean more effective management.

The close character and sometimes too folksy, have been another of the personal traits that have defined Aguirre’s career in this last legislature. This morning, hours before Moreno announced his appointment as the president of the first Andalusian Parliament with an absolute majority of the PP, the still acting Minister of Health recommended that citizens stay at home “from twelve to eight with the maximum as cool as possible” and that they drink a lot of liquid and gazpacho, “which has everything”, to prevent heat stroke.
“People understand me because I speak like them,” Aguirre often says. His loquacity, however, has left him in evidence on several occasions during the last legislature. One of his most controversial stumbles was when, asked about abortion in June 2019, he replied: “The easy thing is to get there and the hickey.” Recently, he also spoke out in favor of using the term domestic violence, instead of gender violence, which is more demonstrative of reality”.
That plain and direct way of expressing himself has also made him go viral, as when at the beginning of the pandemic he explained in a very graphic way how the mask had to be put on correctly and the ways in which it was incorrect. Or when he defined as “culillos”, the remains that remained in the vials of Pfizer vaccines that did not enter the syringes.
Table Composition
A few hours before the 109 deputies swear or promise their positions, there is still no agreement on the composition of the Chamber’s Bureau. The governing body of Parliament is made up of seven members. If there is no consensus, the PP will have five representatives and the PSOE, two. The Socialists, with 30 seats, are not willing to give up one of their two seats to the Por Andalucía coalition, which only has five deputies. The PP hesitates to give one of its five positions to Vox for fear that the PSOE will take advantage of that decision to attack them on that flank, although it would maintain the absolute majority. Parliament’s Rules of Procedure establish that all groups must have representation in the Bureau. In other legislatures, this obligation has been resolved with the presence of minority groups with a voice, but without a vote.
The negotiation is not limited only to the Table. Also at stake is the renewal of parliamentary extraction bodies, such as the RTVA board of directors and the Audiovisual Council. In each of them there are nine seats that will be distributed proportionally depending on the seats: five for the PP, three for the PSOE and one for Vox.
On the other hand, the general secretary of the Andalusian PSOE, Juan Espadas, today confirmed Ángeles Férriz as spokesperson for the socialist group, in which he will hold the presidency. Swords will have four deputy spokespersons (María Márquez, Isabel Ambrosio, Juan Antonio Lorenzo and Josele Aguilar) and two general secretaries (Gerardo Sánchez and Pilar Navarro). He will also appoint four other coordinators who, together with the eight heads of list for the Andalusian Parliament, will form part of “an open and participatory shadow government.”
One of the first initiatives that the socialist group will propose in the first regular session will be to require all the documentation on the emergency contracts signed by the Board during the pandemic. This proposal failed when Parliament was dissolved. Depending on the information provided by the Government, the Socialists will decide if they request an investigation commission that, in any case, can only be constituted if it is supported by the absolute majority of the PP.
