Speaking to The Verge, Phil Spencer said: “I'm a huge fan of handheld consoles we have nothing to announce“. Obviously, a total non-denial already leads one to think that Microsoft is at least thinking about it (and how could it not given the success of these devices in recent years?), but obviously we cannot consider it as official.

However, Spencer talked about the ability for players to access their games at any time. “We're learning from what Nintendo has done over the years with Switch. They were fantastic. So when I look at Steam Deck, ROG, and my Legion Go, I'm a huge fan of this space.”
“We have to get busy. One of the weak points of the experience on ROG or Lenovo [Legion Go] It's Windows. Windows runs with controller input only on that type of DPI, on a smaller eight- or seven-inch screen. This is a real design point that the platform team is working on with Windows to ensure an even better experience.”
For now, Xbox hardware teams appear to be considering different types of hardware. “I'm very proud of the work that the hardware team is doing, not only for this year but also for the future. We're really thinking about creating hardware that sells to gamers because of its unique aspects. It's a kind of liberation of creative capacity of our hardware team that excites me.”
Phil Spencer also said that it doesn't make sense that Helldivers 2 isn't on Xbox.
