The three countries confirmed, in a joint statement following a tripartite phone call between Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, Catherine Colonna, Minister of Europe and Foreign Affairs of the Republic of France, and Subramaniam Jai Shankar, Minister of Foreign Affairs of the Republic of India, that the tripartite initiative will serve as a forum to promote and draw And the implementation of cooperation projects in several areas, including energy and climate change.
This initiative will also serve as a platform for expanding cooperation between development agencies from the three countries in the field of sustainable projects, in addition to organizing a group of joint tripartite events within the framework of the Republic of India’s presidency of the G20, and the UAE’s hosting of the COP28 Conference of the Parties this year.
The following is the text of the statement:
1- On September 19, 2022, on the sidelines of the United Nations General Assembly in New York, a tripartite meeting was held for the first time between the foreign ministers of the United Arab Emirates, the French Republic and the Republic of India, and given the common desire to enhance international stability and prosperity, and to continue building on constructive relations and existing cooperation. Among the three countries, the foreign ministers of France, India and the UAE agreed to establish an official tripartite cooperation initiative with the aim of enhancing cooperation in various areas of common interest. In this context, a phone call was held between the three ministers today to adopt a road map to put this initiative into practice.
2- During the telephone conversation held today between the three Ministers, they agreed that the tripartite initiative will serve as a forum to promote, chart and implement cooperation projects in the fields of energy, with a focus on solar and nuclear energy, as well as combating climate change and protecting biodiversity, particularly in the Indian Ocean region. To this end, the three countries will explore the possibility of working with the Indian Ocean Rim Association (IORA) to pursue specific and actionable projects on clean energy, environment and biodiversity.
3 – The Tripartite Initiative will serve as a platform for expanding cooperation between the development agencies of the three countries in the field of sustainable projects. Furthermore, it was agreed that the three countries will strive to ensure greater alignment of their economic, technological and social policies with the goals of the Paris climate agreement.
4. In support of these efforts, a group of joint tripartite events will be organized within the framework of the Republic of India’s presidency of the G20 G20, and the UAE hosting of the COP28 Conference in 2023. The three countries also agreed to expand their cooperation through initiatives such as the Crimean Climate Alliance led by United Arab Emirates, and the Indo-Pacific Parks Partnership led by India and France.
It was agreed that the three countries would endeavor to focus on key issues such as pollution from single-use plastic products, desertification and food security, in the context of the International Year of Millet 2023. The three parties also affirmed their strong desire to cooperate in the field of circular economy with the support of the initiative LiFE in the Republic of India.
5. It was emphasized that defense is an area of close cooperation between the three countries, and it was agreed to make efforts to enhance compatibility, development and joint production, while searching for ways for more cooperation and training between the defense forces of the three countries.
6. The three countries will also seek to strengthen the exchange of views on threats arising from infectious diseases, as well as on measures to combat any future pandemic. In this regard, collaboration between multilateral organizations such as the World Health Organization (WHO), Gavi-the Vaccine Alliance, Global Fund and Unitaid will be encouraged. Accordingly, the three countries will try to identify paths of cooperation in applying and implementing the “One Health” approach, and supporting the development of local capabilities in innovation in the field of biomedicine in developing countries.
7. As the three countries are at the forefront of technological innovation, the development of trilateral cooperation between relevant academic and research institutions will be encouraged, and efforts to promote joint innovation, technology transfer and entrepreneurship projects will be strengthened. In this context, tripartite conferences and meetings will be organized on the sidelines of high-level technology events such as Vivatech, Bengaluru Tech Summit and GITEX to support this cooperation.
8. Finally, and in recognition of the pivotal role that social relations and human ties play in their constructive partnership, the United Arab Emirates, France and India will ensure that this tripartite initiative is used as a platform to enhance cultural cooperation, through a set of joint projects, including the promotion and protection of heritage.
