Regional authorities improperly comply with the requirements of legislation in the field of responsible treatment of animals – 498-FZ of 2018, said in a letter from First Deputy Prosecutor General of the Russian Federation Anatoly Razinkin to Deputy Prime Minister Victoria Abramchenko. Izvestia got acquainted with the document.
In particular, in a number of subjects there is no necessary infrastructure for homeless animals, their veterinary registration and identification, and monitoring of their numbers are not organized, the letter says.
Due to the fact that local governments did not ensure the execution of the powers transferred to them in this area, attacks by stray dogs on people became more frequent, the document says.
Now there are 567 shelters for stray animals in the country. For more than 450,000 homeless animals, 469 more establishments are needed, according to a letter from the Prosecutor General’s Office.
Deputy Prime Minister Victoria Abramchenko instructed the heads of regions to take additional measures to organize shelters and control their work, and the Ministry of Natural Resources, the Ministry of Agriculture, the Ministry of Finance and other departments to work out the issues raised by the Prosecutor General’s Office. Izvestia got acquainted with a copy of the document.

The Ministry of Natural Resources told Izvestia that the subjects should build shelters at the expense of their budgets. In January 2021, the agency sent to the regions a number of modular and easy-to-build standard shelter projects developed on the basis of the best world practices. Subjects can use these projects or their own, the ministry added.
According to independent real estate market expert Natalya Mednikova, 15-20 billion rubles should be enough to build 470 shelters, including veterinary care centers attached to them.
