This Friday the so-called “catwalk” of the unemployment subsidy to the minimum vital income (IMV) is launched. Recipients of unemployment benefits who exhaust this benefit without having found a job will be able, as of November 22, to begin receiving the minimum vital income through this new procedure, which simplifies the procedures and aims to be a faster route for the IMV collection.
The Ministry of Social Security explains that the operation of this new “gateway” can be summarized in four steps. In these, the Administration is proactive and the procedures that citizens must complete are reduced. These steps are as follows:
1) The SEPE consults
During the quarter prior to the exhaustion of the unemployment benefit, the SEPE will inform the beneficiary about the possibility of sending their data and that of their family unit to Social Security, in order to process the benefit of the minimum vital income.
2) The unemployed person consents
“To do this, the beneficiary must grant their consent and, where appropriate, sign a responsible declaration that they have the consent of the members of their family unit,” indicates Social Security.
3) Sending data when the subsidy runs out
If the consent is authorized, the SEPE, “within ten days following the date on which the unemployment benefit is exhausted”, will send it to the National Institute of Social Security (INSS), as the managing entity of the benefit. minimum vital income (or to the competent bodies in the cases of Euskadi and Navarra), “the information necessary for its processing,” explains the Ministry of Elma Saiz.
4) Payment “with effect” from the following month
In case of recognition of the minimum vital income, the date of the start of the benefit “will be the date of exhaustion of the subsidy,” explains Social Security, “and the economic effects will occur on the first day of the month following the end of the subsidy.” .
That is, “there will not be a period of loss of income for recipients,” highlights the Ministry. The person holding the Minimum Living Income will, in any case, be the beneficiary of the unemployment benefit.
For those cases in which this more agile procedure cannot be used, or when citizens have not given their consent, interested parties may submit their application on the new INSS portal to request pensions and other benefits, “by postal mail or in the Social Security Attention and Information Centers (CAISS)”, reminds Social Security.
The Minister of Social Security, Elma Saiz, has highlighted the importance of this new measure as a decisive step to simplify access to the Minimum Vital Income (IMV) and guarantee “a fairer and more efficient system.” “With the launch of this gateway, we eliminate administrative barriers and make it easier for citizens in vulnerable situations to receive the help they need automatically, without cumbersome procedures or unnecessary delays.”
The free telephone number 020 now works
The Ministry also recalls that “a few days ago the short telephone number 020 began to operate, a specific service for attention and information on the Minimum Living Income.”
It is free, national in scope, and allows citizens to “request information about the benefit, receive guidance on using electronic services, find out the status of their file or learn about the requirements for the child support supplement, among many other queries.” , explains the Ministry.
In its first days of operation, Social Security maintains that “almost 30% of information calls about IMV come through this new numbering.”
One of the main criticisms of the minimum vital income, the state minimum income to reduce poverty, has been from the beginning the excess of bureaucracy, the complexity of requesting aid and the difficulties in even requesting information about it. Social Security highlights this gateway and the 020 telephone number as some of the latest changes to make the IMV “more accessible.”
Also, for example, “for de facto couples, the obligation to prove a period of cohabitation of 5 years was eliminated.” Now “it is only necessary to provide the registration or formalization of the de facto couple in a public document at least two years in advance of the date of application for the benefit,” recalls the Ministry.
