Government is focused on meeting teachers’ demands, says Rui Costa

Minister of the Civil House states, however, that concessions need to fit within the fiscal balance

The Minister of the Civil House, Rui Costa, stated this Wednesday (April 17, 2024) that the government is seeking to meet all the demands made by professors at universities and federal institutes who are on strike. However, he said that these concessions have a ceiling and need to be aligned with the balance of public accounts.

Last Monday (April 15), teachers from at least 18 universities and federal institutes joined the strike taking place in higher education. There are also 480 federal institutes participating in the strikes. They ask for salary adjustments and new public investments.

On Tuesday (16 April), the Minister of Education, Camilo Santana, said that the federal government is seeking additional resources to negotiate an end to the strike. However, according to the head of the body, the budget of the MEC (Ministry of Education) “it does not involve any change […] whether personal or for a server”.

Camilo also criticized the strikes because, according to him, the government did not close dialogue with the categories. “For me, a strike is when there is no more dialogue, when negotiations and any possibility of negotiation are over”he stated.

In turn, Rui Costa stated this Wednesday (April 17) that the government is guided precisely by “dialogue and understanding” and recalled that, last year, public employees received a 9% salary increase.

“The government, on the one hand, wants to make investments, wants to value employees, but is committed to fiscal balance. We have to fit any expense into this balance, and personnel expenses also fit into this. We did 9% [de reajuste] last year, minister Esther [Dweck] is negotiating with the categories a career plan with specific conditions, which involve benefits this year, in 2025, 2026″he said.

Last Thursday (April 11), the Minister of Management and Innovation in Public Services stated that she hopes to present a counter-proposal for a salary increase for professors and administrative technicians at federal universities within two weeks.
