Ministry of Communications tries to resolve the government's drop in popularity; companies presented a plan to combat fake news
The president's government Luiz Inácio Lula da Silva (PT) announces this Wednesday (24.Apr.2024) 4 digital communication companies to meet the demands of Secom (Secretariat of Social Communication of the Presidency).
Bidding for contracts will be R$ 197,753,736 and the contract has an initial duration of 1 year. The value is considered the largest in the history of the federal government for the communications sector.
The announcement of the 4 companies – out of a total of 24 that are competing – will be made in the Noble Hall of the Ministry of Communications, at 9 am, according to the bid notice (PDF – 60 kB) issued by Secom.
The choice of companies is made based on the solutions proposed to combat fake news. When launching the initiative, the government determined that each company should present a digital communication plan with strategies and actions to combat the spread of false information on topics relating to the government.
The presidency presented a series of objectives aimed at presenting the plan. Here is the list:
- promote the “media education” to identify fake news;
- encourage alerts against false information;
- demonstrate the impact of fake news on the population; It is
- disclose reliable sources of information.
According to the notice released by the government, the 4 companies to be chosen must determine tasks such as implementing digital communication solutions and moderating content and profiles on social networks. Here's the complete of the notice (PDF – 223 kB).
The announcement of this on Wednesday (April 24) it will be done by the technical committee of the Ministry of Communications, based on the grades that each company receives for their respective proposals presented. Until the moment of announcement, the commission will not know which company received each note.
In addition to Secom, contractors must meet demands from other bodies that make up Sicom (Government Communication System of the Federal Executive Branch).
Planalto is betting that, with these contracts, the government will be able to have better control over the delivery of content to the population. The Lula administration complains about not having delivery segmentation tools. In this way, it is as if the government was unable to reach the target audience of each action launched by the Union.
STRATEGY FOR THE GOVERNMENT'S POPULARITY FALL
The bidding for communication companies takes place after the PT administration witnessed a drop in popularity. The government has been struggling with its actions and how to present itself on social media. The initiative is the main bet to resolve the issue.
The government's poor performance in communication has been the target of criticism from Lula – the president himself has publicly attributed the drop in his popularity to the area. The expectation, behind the scenes, is that from May to June the new tools will already be hired and working.
In 2023, there was a failed attempt to do live shows, but the PT member had a very low audience and abandoned the strategy. The person hired to interact with these broadcasts, Marco Uchôa, even left the government.
In the 1st half of 2024, the Lula government also launched the Faith in Brazil campaigncreated to publicize the Executive's deliveries in a more integrated way and try to get closer to evangelicals.
