O Ministry of Health will invest R$887 million to expand the provision of palliative care in the SUS (Unified Health System). According to an announcement made by Minister Nísia Trindade on Thursday (May 23, 2024) in Brasília, the resources will allow the formation and operation of 1,321 multidisciplinary teams throughout the national territory.
The strategies for expanding the supply of palliative care in the public health network are based on a specific policy approved in December 2023 by the CIT (Tripartite Intermanagers Commission), formed by the Ministry of Health, and state and municipal health departments.
According to the minister, the palliative care policy concerns not only the issue of terminal illness, but also people who face suffering due to serious chronic illnesses. “It is a policy that has to do with a broad set of health problems, which require this care, which is humanization care, to guarantee the best quality of life.”

Teams
The teams will be linked to the state and municipal health departments. Each macro-region with 500 thousand inhabitants will have a matrix team to care for patients, support and train palliative care teams.
There will be one care team for every 400 beds in the SUS. 836 care teams will be formed, consisting of a clinical doctor, nurse, nursing technicians, psychologist and social worker. They will have a monthly cost of R$44,200.
To support assistance, 485 matrix teams will be formed, consisting of a clinical doctor, nurse, psychologist and social worker, at a monthly cost of R$65,000. If there are pediatricians in the matrix team, the Ministry of Health will add 20% of resources, totaling R$78,000 monthly.
The perspective is that the implementation of the strategy will take place throughout the year. According to the minister, “financing will be progressive”, based on the plans that health departments present.
The Virtual Health Library defines palliative care as “an approach that improves the quality of life of patients and families in the face of illnesses that threaten the continuity of life, through the relief of suffering, treatment of pain and other symptoms of a physical, psychosocial and spiritual nature”.
