Al Mazrouei told Al-Ittihad that “Nafis” aims to raise the competitiveness of Emirati cadres and enable them to fill 75,000 jobs in the private sector institutions in the country during the next five years, stressing that the private sector is a pillar and main engine in advancing the wheel of economic development in the UAE.
Al Mazrouei attributed the great development in achieving the Emiratisation goals in the private sector to the many measures approved by the wise leadership to support Emiratisation, foremost of which is the recent decision to implement the target of the percentage of Emiratisation of skilled jobs at 2% annually in private sector companies whose facilities include 50 or more employees, starting from This year, as well as cooperation with the Ministry of Industry and Advanced Technology regarding the implementation of the In-Country Value Program.

Al Mazrouei explained that the Nafees program as a strategic partner for the private sector, with its programs and initiatives that include many financial benefits, contributes to alleviating the financial burdens on private sector companies with regard to hiring Emirati cadres in addition to training, developing and qualifying national competencies.
He stated that the Nafes platform is a bridge of communication between the private sector and job seekers.
He explained that the program has launched about 11 initiatives so far within two packages, where the first package included financial support programs, while the second package included programs to develop and qualify Emirati cadres.
He added that the first package included several financial support programs, including the “citizens’ salary support” program, which is government support for the salaries of citizens wishing to work in the private sector, and the “Mazaya Program”, which is a fixed financial allowance for the citizen employee in some targeted specializations, in addition to the “programme” Subscription”, whereby the government bears the pension fund contributions for the citizen and the company in which he works.
It also included the “children’s allowances for workers in the private sector” program, through which a government allowance is allocated to the children of citizens who work in the private sector, in addition to the “temporary support program”, which is temporary financial support to search for a job in cases of job loss in the private sector, as well as the “program Employment Opportunities”, where a platform is provided to publish jobs and connect Emirati nationals to job opportunities in the private sector.

Al Mazrouei stated that the second package of initiatives included 4 training programs, including the Competencies Program, which works to develop the competencies of national cadres and develop their specialized competencies to obtain international professional certificates, and the Nursing Sector Cadres Development Program, which aims to develop national competencies in the field of nursing. Through the paid scholarships and through the health assistant program for secondary graduates, the diploma / higher diploma in emergency medicine, and the bachelor’s program for nursing, which aims to qualify and empower 10,000 citizens in the health sector during the next five years, indicating the existence of a strategic partnership with Fatima College of Health Sciences. , and the University of Fujairah under this program.
He explained that the second package also includes the “Experience Program”, which is a 12-month training program with financial rewards in private and semi-governmental companies to support the development of Emirati graduates’ experiences in various sectors, and the “Vocational Guidance Program”, which is based on providing career guidance and guidance services that It helps discover suitable skills, opportunities and career paths, in addition to providing guidelines for CV writing, interviewing basics and work ethics.
He pointed out that there is a strategic partnership with the Colleges of Technology, in addition to the Abu Dhabi International Financial Market Academy, where training programs have been launched to attract the national competencies needed by private sector companies.
Citizen cadres
Al Mazrouei stressed the importance of the Cabinet’s recent adoption of a number of decisions and incentives to enhance the participation of Emirati cadres in the private sector, which include reducing the fees for services of the Ministry of Human Resources and Emiratisation by up to 80% for private sector companies registered with the ministry, which achieve qualitative achievements in the recruitment and training of citizens. In addition to raising the target of localization of skilled jobs by 2% annually in private sector companies whose facilities include 50 or more employees.
The Council also approved the approval of a monthly contribution of 6000 dirhams for companies that are not committed to achieving the Emiratisation targets, starting from January 2023, for each citizen who was not employed in accordance with the target.
Al Mazrouei expected the commitment of private sector companies with regard to approval rates of 2%, an annual target, to raise the percentage of Emiratisation in skilled jobs, up to the target 10%, by the end of 2026.
Database of job seekers

He added: The Nafes program will work to strengthen partnership with various private sector institutions in the country, through a long-term strategy to qualify national cadres in various sectors, most notably the industry sector.
