Someone dumped his scrap on Riitta Savola’s cottage plot and now Savola has to repair the scrap himself at his own expense from his plot. Savola wonders how quickly the city can issue a cleanup request on the subject.
From Tampere Riitta Savola found a nasty surprise on his cabin plot in Kangasa on Friday evening. Someone had dumped a large amount of scrap on the plot of his cottage near Kaarina Maunuttyärentie.
There was so much stuff that it was probably dumped on the lot with a van. Among Roju, we found, among other things, an old grill, a wheelchair, chairs, tools, papers, magazines and clothes, as well as documents from which the identity of the author can possibly be deduced.
“I came to the cottage yesterday evening and noticed it. I filed a criminal complaint immediately. The police visited the place and according to them it may be an environmental crime. There is also oil, paint and cement sacks with the scrap”, says Savola.
Savola says that the repair of the wreck will be left to him to take care of, because according to the police, the perpetrator will hardly be held accountable. He also says that he heard that the owner of the property is responsible for cleaning the plot under threat of a fine.
“Apparently the neighbor has already reported the matter to the environmental authorities. I haven’t received a cleaning reminder yet, and I don’t know how soon it will come.”
The police have given permission to take away the debris, and Savola hopes that people will pick up as much stuff as possible, so that the load to be taken away is as small as possible. A couple of little boys have already gone to pick up the treasures they found among the scrap.
“One person’s trash is another’s treasure,” says Savola.
Savolan the concern is not in vain, as the city can give the owner or occupier of the property a cleanup notice. The call is based on Section 166 of the Land Use and Construction Act, which concerns building maintenance. According to the law, the building and its surroundings must be kept in such condition that it constantly meets the requirements of health, safety and usability and does not cause environmental harm or pollute the environment.
The environmental and construction division of the Tampere Community Board issues reminders to residents every year to clean up their plots. If the cleaning call is not complied with by the deadline, the environment and construction division of the community board can impose a fine on the owner of the property.
