The regional Executive has reported that it is beginning the necessary procedures to establish and regulate the future Galician Coastal Forum, a newly created instrument, called to act as highest collegiate body of participation, consultation and advice regarding management of the coastal strip in the community.
The decree that will regulate the composition and internal functioning of the future body will be submitted starting this Tuesday and during the period of one month to a prior public consultation with the aim of collecting suggestions on the best way to organize it before starting to write the document.
The creation of the ‘Coastal Forum’ is provided for in the Law on the integrated planning and management of the Galician coastline (Loxilga), approved in July 2023, but appealed by the central government. Once received the endorsement of the Constitutional Court through a ruling issued last April, the objective of the Xunta is to promote all the instruments that favor its practical development and that it can assume the management of its coast as soon as possible.
As a first step, on October 9, the Interdepartmental Coordination Commission of the coast that will, from now on, be in charge of supervising the preparation, application and monitoring of the different management instruments on which the law is based.
Precisely, the promotion of the Coastal Forum was the first assignment that this commission received, which also agreed to begin preparing the Coastal Planning Guidelines as a general framework of reference for the development of the remaining instruments.
Socioeconomic sectors
The objective is to build “a participatory and consultation space” in which, together with the autonomous Administration, Galician universities, scientific organizations, representative organizations of the main Galician productive sectors, environmental entities and those whose objective is the defense and protection of cultural heritage.
One of the differentiating elements of the autonomous regulation is that it establishes that the design, approval and management of the coastal planning instruments, as well as the decision-making on the uses that this territory welcomes, will be based on the ecosystem approach respecting “the principles of sustainable development, prevention”, all combined with the best scientific evidence and traditional knowledge.
