List revealed by “Band” mentions politicians, STF ministers and members of the Bolsonaro government
Ministers of the STF (Supreme Federal Court), senators and members of the government of Jair Bolsonaro (PL) were monitored by Abin (Brazilian Intelligence Agency) from 2019 to 2021, according to a list revealed by band on Friday (2.Feb.2024).
The information has not been officially confirmed by the PF (read more below).
Some names had already been mentioned in excerpts from the PF report mentioned in the decisions of STF minister Alexandre de Moraes in which he authorizes operations against the deputy Alexandre Ramagem (PL-RJ) and the councilor Carlos Bolsonaro (RJ).
The monitoring of Moraes, STF minister Gilmar Mendes, former deputies Rodrigo Maia It is Joice Hasselmann and the former governor of Ceará and current Minister of Education, Camilo Santana.
Among the names revealed by bandare senators who worked on Covid's CPI (Parliamentary Commission of Inquiry), established in 2021 to investigate alleged omissions and irregularities in the federal government's actions during the pandemic, and politicians who were part of Bolsonaro's own government.
Here is the list published by band:
- state ministers – Abraham WeintraubAnderson Torres, Flavia Arruda and General Santos Cruz;
- Supreme Ministers – Alexandre de Moraes, Gilmar Mendes and Roberto Barroso;
- governors – Camilo Santana and João Doria;
- senators – Alessandro Vieira, Humberto Costa, Omar Aziz, Otto Alencar, Randolfe Rodrigues, Renan Calheiros, Rogério CarvalhoSimone Tebet and Soraya Thronickle;
- federal deputies – Alexandre Frota, Kim Kataguiri and Rodrigo Maia.
According to the PF, more than 60,000 phones were tracked using First Mile spy software, provided by the Israeli company Cognite, from 2019 to 2021 – during Alexandre Ramagem’s tenure at the organization. The investigation indicates that the monitoring took place without the telephone operators' knowledge and the necessary judicial authorization.
The investigation indicates that, with the software, Abin employees were able to locate any cell phone through the devices' ERB (Radio Base Station). The system, valued at around R$5 million, made it possible to maintain tracking without the knowledge of telephone operators.
The screening worked in 2 steps:
- the cell phone number to be monitored at First Mile was entered;
- the program offered a history of movements and movements in real time, by tracking the transfer of data from cell phones to telecommunications towers.
In reply to bandthe PF says that it continues to analyze the materials seized in the operation and that there is no conclusive information regarding who was monitored by the spy software.

“The Federal Police informs that it is carrying out an analysis of the materials seized in Operation Last Mile.
“Unlike what was released in the press this Friday (Feb 2), there is, to date, no conclusive information regarding all holders and users of the telephone lines monitored through the First Mile software.
“In this way, no information regarding the names of authorities or other people who may be monitored is processed.
“The investigations remain confidential, with no scheduled end date.”
LEGAL OR ILLEGAL
Intelligence agencies monitor people. In the past, agents followed anyone who might be suspected of having committed irregularities. Today, the movement of cell phones is mapped with GPS. The legality or illegality of this type of operation is difficult to define.
