The alliance of three Spanish companies has been awarded the construction and management of the large highway in the metropolitan area of Lima, in Peru, a megaproject that will involve an investment of 3,400 million dollars (3,131 million euros). The Peripheral Road Ring Consortium – formed by Ferrovial, Acciona and Sacyr – has been selected to develop the project under the concession format and with a co-financed Public-Private Partnership (PPP) model, since it will include contributions from public funds. Within the consortium in charge of the project, Ferrovial, through its highway subsidiary Cintra, has a 35% stake, and Sacyr and Acciona have 32.5% each.
The Private Investment Promotion Agency (Proinversión) announced this Thursday the winners of the project, which includes the construction, management and maintenance of the 34.8 km urban toll highway. The new route will connect 11 districts of Metropolitan Lima and one of Callao, Ferrovial explains in a statement. The project will have toll-free side roads in both directions along the main route.
The consortium will invest about 2.3 billion dollars in infrastructure and another 1.1 billion dollars in land and other expenses. Toll revenue will cover operation and maintenance costs, and will partially support the initial investment. The concession term will be 30 years, Proinversión said.
The work will be built in nine and a half years and the route will have three sections: Section 1 (8.7 km) from the Ovalo 200 miles to the Panamericana Norte (Ovalo del Naranjal); Section 2 (15.1 km) that begins at Panamericana Norte and ends at Avenida Ramiro Prialé; and Section 3 (11 km), from Ramiro Prialé Avenue to Circunvalación Avenue. The project also includes the construction or improvement of 30 kilometers of alternate or lateral roads.
According to Proinversión, the Periférico Road Ring megaproject will create 70,000 direct and indirect jobs in the construction phase and 20,000 jobs in the operation and maintenance phase. The agency estimates a positive impact equivalent to 2.5% of Lima's Gross Domestic Product (GDP). The president of the council of ministers, Gustavo Adrianzén, participated in the award ceremony; the Minister of Transportation and Communications, Raúl Pérez Reyes; the Minister of Economy and Finance, José Arista; and the executive director of Proinversión, José Salardi.
