Federation Council allowed Putin to send troops to Donbass

The Federation Council gave its consent to Russian President Vladimir Putin on the use of the country’s Armed Forces abroad after a corresponding request from the head of state. This decision was made on Tuesday, February 22, at the plenary session, the broadcast of which is available on the official channel of the upper house of parliament in YouTube.

According to the text of the resolution, the permission to send troops to Donbass comes into force from the moment it is signed by Speaker Valentina Matviyenko. She clarified that the use of the Russian Armed Forces abroad will be aimed at establishing peace in the Donbass and preventing shelling of civilians.

The head of state noted that it would be difficult to predict the outline of the actions of the military after that. According to him, everything depends on the situation that develops “on the spot, on the ground.”

On February 21, Russian President Vladimir Putin signed a decree recognizing the Donetsk and Luhansk People’s Republics (DPR and LPR) as independent states. Members of the Russian Security Council in full force advised the head of state to make such a decision.

The meeting of the Security Council took place after the leaders of the DPR and LPR, Denis Pushilin and Leonid Pasechnik, on February 21, appealed to the President of Russia with a request to recognize the sovereignty of the republics.

On February 15, deputies of the State Duma, during a rating vote, decided to immediately turn to the head of state with the question of the need to recognize the DPR and LPR.

The State Duma and the Federation Council approved treaties of friendship and mutual assistance with the DPR and LPR

On Tuesday, February 22, first the State Duma, and then the Federation Council approved at their plenary meetings the agreements on friendship, cooperation and mutual assistance with the DPR and LPR, concluded the day before, on February 21, by Vladimir Putin and the heads of state of Donbass.

Both chambers of the Federal Assembly voted for this decision unanimously.

Western countries declared Russia’s violation of the Minsk agreements

NATO Secretary General Jens Stoltenberg said that Moscow is undermining efforts for a peaceful settlement in the region.

US President Joe Biden, German Chancellor Olaf Scholz and French President Emmanuel Macron condemned Russia’s decision. In addition, Scholz announced the suspension of Nord Stream 2 certification, and Biden banned US citizens from investing in and financing the republics of Donbass, as well as trading with them. He also threatened to impose sanctions on any economic activity in the region.

The recognition by Russia of the DPR and LPR was also condemned by UN Secretary General António Guterres, noting that by doing so Russia violated the territorial integrity and sovereignty of Ukraine.

The tense situation in the Donbass has been lingering for several months

Ukraine and Western states have in recent months accused Russia of planning a military “invasion” of Ukraine. Moscow denies these attacks. According to Putin, such statements are alarmist.

On February 20, Dmitry Peskov, the press secretary of the head of state, called the situation on the line of contact in Donbass pumped to the limit. According to him, against such a background, the dates of the allegedly impending “invasion” of Russia into Ukraine, announced in the West, threaten with bad consequences.

The situation in the region escalated in February. The Republics of Donbass and Ukraine accused each other of violating the truce and shelling settlements. Kiev says it is not planning an offensive. In the DPR and LPR, a general mobilization was announced and a mass evacuation of civilians to Russia was organized.
