The Uap, the National Union of Outpatient Clinics, Polyclinics, Institutions and Private Hospitals, asks the Government for “clarity on the rules and respect for the legality of the procedures in order to protect the health of Italians”. A request reiterated on the eve of tomorrow’s demonstration, September 25, at the Brancaccio theater in Rome, which will see the major trade associations of outpatient clinics, polyclinics and private hospitals united, representing over 27,000 healthcare facilities in the area, including FederAnisap, Aisi, Confapi, Unindustria, Aiop, Aris, Fenaspat, FederBiologi, Anmed, FederLazio, Confcommercio, Andiar, Humanitas University Consortium, Accredited Trade Union Confederation (Csa), Sbv – Visit Branch Union, National Radiology Area Union, Fnomceo, Cimest, Ansoc, Movimento Uniti per Unire, Association of Biologists Group, Longevitas Foundation, Amsi – Association of Foreign-Origin Doctors, Anaao – Assomed, Ugl Salute, Anaste. At the end, the acronyms will go to Piazza dell’Esquilino and to the Ministry of Health to make it clear that “the intent is only and exclusively to guarantee good health, compliance with the rules and not to favor the interests of power or party”.
“The current rates have been frozen since 1991 – recalls the president of Uap Mariastella Giorlandino – both for public hospitals and for accredited private facilities, which have the same reimbursements from the NHS. We ask that the rate nomenclatures remain the same and not undergo reductions as decided last year, which provided for a cut of up to 80% (entry into force postponed to January 1, 2025). Inconceivable decision that would have affected the public hospitals of the regions in recovery plan, which would have become irreversibly unrecoverable and without funds to cover the expenses”. Uap asks that “the current rate nomenclature and Lea be maintained with the indexation equal to the annual increase of the national fund”.
Another issue at the center of the demonstration “concerns pharmacies, which have undergone the partial suspension by the Sicilian Regional Administrative Court of the resolution of the so-called ‘service pharmacies’ of 2009, for which an adaptation to the national and regional regulations in force for all health facilities is requested, which subordinate the exercise of health activities to the release of regional authorizations after verification of compliance with over 420 professional, technical and organizational requirements required by Legislative Decree no. 502/1992. Currently, however, pharmacies have a mere municipal authorization to sell products, carrying out commercial and non-health activities. The doctor makes the diagnosis, prescribes the treatment, and the pharmacist dispenses the drug. There must be no mixing between the two categories, as required by the royal decree of 1934. The pharmacist cannot replace the doctor! To protect the health of citizens – Giorlandino emphasizes – pharmacies are required to comply with the law, it seems paradoxical to us that no administrative body has taken action with adequate controls”. Finally, the issue of the Competition Decree will be addressed, for which “a three-year suspension is requested in order to then agree and clarify the points of improvement adjustments aimed at Europe”.
