The Department of Justice of the Valencian Government of Carlos Mazón, through the Security and Emergencies Agency, has indirectly denied the hoax that the PP itself has been trying to propagate for weeks, which seeks to hold organizations such as the Júcar Hydrographic Confederation responsible ( CHJ) of not notifying the mayors of the localities affected by DANA, a competence that is exclusive to the Emergency Coordination Center (CCE) of the Generalitat.
And he has done so through a document, to which elDiario.es has had access, which he sent on November 15 to various city councils through which he requested the telephone numbers of the mayors, that is, more than two weeks later of the tragic flood of October 29 and one day after the second storm that took place from November 13 to 14.
The third paragraph of the document clearly explains why this information is requested: “The operational procedures of the CCE establish that, in the event of a declaration of an emergency or pre-emergency situation, this fact is communicated to the affected municipalities, for the route established by each municipality.”
An obligation that, as this newspaper reported, is established by both the Civil Protection Law and the Special Flood Plan of the Valencian Communitylegislation that makes it crystal clear that organizations such as the CHJ or the State Meteorological Agency are merely advisory and their only function is to inform the CCE of the situations within their jurisdiction (situation of dams and flows and climatological evolution respectively), so that the sole command that depends on the Generalitat makes the appropriate decisions and notifies the municipalities involved in the emergency, something that did not happen in all cases on October 29.
Emergencies already sent this same document to the different city councils last June, after the regional elections, but apparently several of them did not send the required information or if they did send it, the database had not been updated.
Precisely, the former mayor of Benicarló, Xaro Miralles, revealed on her Twitter account that the Emergency Department of the Generalitat called her twice on November 13, during the new DANA alert, thinking that she was still in charge of the City Council. The former mayor of Algemesí, Marta Trenzano, was also contacted by mistake by workers from this service on Wednesday, October 30, one day after the catastrophe, to inform her of a mobility problem for several workers at an agricultural cooperative in that municipality.
From the Emergency Department they then assured that it is the responsibility of the city councils to modify the contact information of the mayor and that after the June 2023 elections they sent the aforementioned circular, which has now been sent again, to the councils to ask them to provided the new information and that the Benicarló City Council did not provide this new data.
