The construction of the eastern border fence is implemented as an urgent defense and security project.
Border Guard start the construction of the eastern border barrier in Imatra in March. A three-kilometer pilot fence will be built on both sides of the Pelkola and Immola border crossings.
The pilot fence is estimated to be completed next summer. Its construction costs six million euros.
In addition, a separate 200-meter-long fence will be built in the area of the Immola garrison, which will be used in the training of the Border and Coast Guard School. It also tests the control technology used at the border.
In the coming years it is planned to build approximately 70 kilometers more barrier fence for 139 million euros.
This 70 kilometer section would be 52 kilometers to Southeast Finland, eight kilometers to North Karelia and five kilometers to both Kainuu and Lapland. The construction of these will take place in 2023–2024.
The final total length of the completed eastern border fence is planned to be around 200 kilometers, which is around 15 percent of the length of the border between Finland and Russia. However, about 70 percent of the fence would be in Southeastern Finland.

After the completion of the pilot fence, fences will be built next in the vicinity of the border crossing points and lastly in other passages and areas.

The steel mesh fence is located approximately 7.5 meters from the actual border.
Lighting and speakers will be installed at the most important points of the fence. Next to the fence is an opening about ten meters wide, which enables technical monitoring and reduces damage caused by falling trees.
Land owners in the border zone are obliged to allow the construction of a border fence. Fair compensation will be paid to landowners for the resulting damage. The land use right is redeemed for an area of about 20 meters from the border.
Border fence the construction is justified by the change in the European security environment. The background of this is Russia’s aggressive policy and attack on Ukraine.
Similar border fences have been built or are being built by some other EU eastern border countries.
The construction has been accelerated by the suspicion that Russia or Belarus would use migrants as a tool for hybrid influence against their neighbors.
