The Director-General and Chairman of the Board of Directors of the Roads and Transport Authority in Dubai, Mattar Al Tayer, revealed the details of the strategy for commercial and land logistics transport in the Emirate of Dubai 2030, the roadmap and associated projects, which were approved by the Executive Council of Dubai, headed by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. Al Tayer stressed that the new strategy is a translation of the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, in enhancing the global competitiveness of the Emirate of Dubai, as a leading center for finance, business and economy, and supporting the Dubai Economic Agenda (D33). ), which aims to consolidate the position of the Emirate of Dubai as one of the three best economic cities in the world, indicating that the strategy aims to regulate and govern the commercial transport sector in the emirate, by identifying development and innovative opportunities in the commercial transport and land logistics sector.
He said: “The strategy for commercial transport and land logistics was developed, in cooperation with strategic partners, private sector companies, distributors and retail companies in the field of commercial transport, and its preparation took into account the application of international best practices and increasing the competitiveness of the commercial transport sector compared to developed countries in this field, to achieve three things.” Main objectives are: cost effectiveness by measuring the total cost per kilometer, adopting modern technology in infrastructure and the average age of the fleet, and achieving security and safety by reducing annual accident deaths in the sector.”
Al Tayer pointed out that the new strategy contributes to achieving the Authority’s strategic objectives by removing barriers to doing business, simplifying regulations and requirements, modernizing the fleet to zero-emission vehicles, improving drivers’ behaviors and vehicle performance, by raising the efficiency and safety of the sector’s operational processes, and supporting small and medium-sized companies. In the business market, making affordable technologies available to the sector, and raising the sector’s readiness to adopt modern technologies for future means of transportation more quickly.
The commercial transportation activities sector is witnessing continuous economic growth, especially with the acceleration of growth in e-commerce in the past two years, as Dubai is a major logistical center for shipping and distribution in the region, with the total number of registered commercial vehicles reaching 351 thousand vehicles, and 9,699 companies, and the commercial transportation sector registered. A compound annual growth rate of 34% over the past five years, and the direct contribution of the commercial transport and logistics sector to the economy of the Emirate of Dubai reached 8.5 billion dirhams in 2021, and the commercial transport sector contributed 3% of the emirate’s gross domestic product in 2022, and also contributed to providing more than 242 thousand job opportunities.
The commercial transport and land logistics strategy identified 17 projects that would contribute to supporting the growth of the sector and companies, increasing its competitiveness through electronic markets and platforms, the use of data and technology, supporting the growth of companies with high potential, and cooperating with the commercial transport sector to operate modern vehicles with the best performance, and encouraging it. To adopt innovative methods and future technologies, and the list of projects planned to be implemented in the next phase includes developing electronic platforms that support the commercial and logistical transport sector, value-added permits, no-objection certificates, a platform for heavy freight services, providing technologies for monitoring driver behavior, and an after-sales market platform. A construction equipment rental platform, a ground freight data center, and upgrades to the heavy and light truck fleet.
The projects identified by the strategy include the application of “tachograph” technology for heavy trucks, the provision of self-driving vehicles and towing trucks, the Forum for Commercial Transport and Logistics Services, membership in relevant international federations, and the creation of the National Committee for Small Vehicles.
The commercial and logistical transport strategy in the Emirate of Dubai is directly aligned with six of the current specialized strategies, which are: the traffic safety strategy, the self-driving transportation strategy, the zero-emission public transportation strategy in the Emirate of Dubai, the asset strategy, the investment strategy, and the digital strategy.
