Deputy Túlio Gadêlha (Rede-PE) presented a project to provide for in law the postponement of public tenders in the country in cases of climate disasters, such as the heavy rains that hit Rio Grande do Sul. The text was filed in the Chamber’s system this Friday, 3.
The parliamentarian’s proposal amends a 1990 law, which deals with the legal regime of civil servants in the Union, to define that the notices already provide for the postponement of the application of competitive exams when there is a state of public calamity, decreed by competent authorities, which affects exam locations.
On Friday, the 3rd, the federal government announced the postponement of the first Unified National Public Competition (CPNU), which became known as “Enem dos Concursos”, due to the rains in RS. The decision, however, marked a change in the Executive’s position. On the night of Thursday, the 2nd, the Ministry of Management had confirmed that the exam would take place, despite the public calamity situation in the State.
“We are not talking about any benefits. The climate emergency requires changes in public administration and other sectors so that populations do not suffer even more from the impacts of climate change. It is the role of Congress to legislate following the transformations in society to guarantee social justice and that is what we are working on”, explains the deputy, through his advisor.
“By establishing clear and judicious procedures for making a decision on the need to postpone exams, this law seeks to ensure that all candidates have the same opportunity to demonstrate their knowledge and skills, regardless of the adverse circumstances they may face due to the situation of calamity”, says an excerpt from the project.
Deaths in RS
Torrential rains have already left 56 people dead in RS, according to a report released this Saturday morning (4) by Civil Defense. In addition, there are 67 missing. Of the 497 municipalities in Rio Grande do Sul, 281 have already been affected, in what is considered the worst climate disaster in the State. In the capital, the level of the Guaíba River broke a record. Salgado Filho Airport, located in Canoas, in the metropolitan region of Porto Alegre, suspended its activities indefinitely, and there are records of blackouts and water shortages in the city. The bus station and the historic center were flooded.
This Saturday, ministers Paulo Pimenta (Secretariat of Social Communication) and Waldez Góes (Integration and Regional Development) returned to Porto Alegre, where the government set up a monitoring office to monitor the tragedy in RS. There will also be a meeting this afternoon in the Situation Room created by Palácio do Planalto, in Brasília, to discuss actions aimed at the State.
“We are going to stay here directly, joining all the other forces that were already in operation, mainly to create better synergy between the federal, state and municipal governments”, said the Minister of Integration and Regional Development.
The priority, according to Waldez, is rescuing people in at-risk locations and assisting those in shelters. “We are already organizing ourselves for the entire restoration situation, because we need to be prepared to, from Monday onwards, intensify a series of activities, health, schools, energy, connectivity, also roads, bridges , ports and airports. This has to be concomitant. The waters are receding and we are acting”, added the minister.
On Thursday the 2nd, President Luiz Inácio Lula da Silva went to Santa Maria (RS), accompanied by First Lady Rosângela da Silva, Janja, and ministers. The PT member met with the state governor, Eduardo Leite (PSDB), and promised that there would be no shortage of efforts or resources from the federal government to minimize the impacts of the rains on Gaucho soil.
