The United States often abuses its position as the host of the UN headquarters by refusing to issue visas to representatives of the delegation of Russia and a number of other countries. And Russia intends to vigorously seek an arbitration proceeding on this account by the UN Secretary General. Sergey Vershinin, Deputy Minister of Foreign Affairs of Russia, told Izvestia about this.
“This problem (the issue of obtaining visas – Ed.) did not arise today or yesterday, it has already existed for a long time. And we have repeatedly said strictly and will continue to say that the United States is violating the provisions of the 1947 agreement between the UN and the host country on the location of the central bodies of the UN. They are obliged to issue visas and create conditions for the normal work of the UN agencies and, accordingly, for the arrival in New York of both delegations and experts. Otherwise, all UN work is emasculated,” the Russian diplomat noted.
Sergei Vershinin also noted that Moscow had raised before UN Secretary General António Guterres “the problem that, for some narrow political reasons, the Americans do not give visas to our representatives and some other countries,” and will seek arbitration.
According to him, the recent declaration of 12 employees of the Russian Permanent Mission to the UN as persona non grata was also an example of a blatant violation by the American side of the obligations that they should bear as a party on whose territory the central bodies of the UN are located.
