Dear President Draghi,
thousands of companies in the sector of road, civil and industrial works have launched for over a year and a half the alarm about the risk of failure of the implementation of the PNRRand with it in fact also of our country, if a rebalancing of the contractual performances were not to be carried out due to the distortion of the economic conditions of the market.
The situation – also as a result of the war – has worsened further, to the point that today cost, and availability, of raw materials and processing is totally out of control, so much so that there is a real risk of not being able to plan the construction of thousands of public and private works. We are around an average increase in factors of production of over 35%.
They were introduced in a partial, late, never complete and constantly evolving way completely insufficient regulatory changes, as they continue to leave responsibilities in the hands of the contracting authorities and the RUPs.
This is why i contracts in progress cannot be completedwhile for i new contracts, there is a real risk that construction sites will not open their doors.
The consequence is that thousands of companies have been, and will be more and more in the coming days, forced to suspend their activity, with the risk of bankruptcy with very serious repercussions, primarily employment, which will inevitably affect on the state budget.
In a context of this gravity, Mr. President, think about bringing the investments being planned under the PNRR appear far-fetched because without the production system it is clear that the country is destined to stop.
Italian manufacturers continue to claim the role of “Operational arm of the state” and as such they ask you for an authoritative immediate intervention through legislative measures that have put the contracting stations in a position to overcome the impasse.
In recent months we have seen the proliferation of an uncontrollable harvest of decree laws which overlapped creating a confusion that the country certainly did not feel the need for. We hear that the measures put in place are adequate to cope with the increases: President, unfortunately, this is not the case! All that has been thought ofBesides cover a minimum part of the extra costs, arrives at least after 12/18 months from the occurrence of the increases. Which company, large, medium or small, can withstand this impact? NONE!
