Legislature discusses 33 pending issues; government officials anticipate defeat over benefits for prisoners, but are optimistic about Budget agendas
Deputies and senators meet this Thursday (May 9, 2024), at 10 am, to analyze the presidential vetoes of Luiz Inácio Lula da Silva (PT). There are 33 pending issues, of which 28 remain on the agenda. Among the topics to be evaluated are committee amendments in the 2024 budget and the temporary release of prisoners to visit family members.

In the case of what became known as the “PL das sadinhas”, the government supporters anticipate defeat. Lula vetoed the section that prohibited temporary departures of prisoners to visit family, but congressmen must oppose the measure.
Deputies and senators are also evaluating vetoes on tax exemptions in the sports betting project and solar panels in the Minha Casa, Minha Vida project.
The vetoes pending items are not just Lula’s: 4 of them belong to the former president Jair Bolsonaro (PL). Among them, excerpts from the project that revoked the old LSN (National Security Law) and typified what congressmen called “crimes against the Democratic Rule of Law”.

RETURN OF DPVAT
On Tuesday (May 7), the Senate’s CCJ (Constitution and Justice Commission) vote the PLP (Complementary Bill) 233 of 2023, which resumes Dpvat insurance (Personal Injury by Land Motor Vehicles). The chamber approved the proposal on April 9. However, the deputies included a section that allows the government to anticipate around R$15 billion in expenses.
The agreement proposed by the Executive is that part of the amount will be allocated to cover the R$ 3.6 billion in amendments, which must be reinstated in this year’s Budget if Congress overrides Lula’s veto.
After the CCJ, the proposal must be taken to the Senate plenary.
BRASKEM CPI
Also on Tuesday, the CPI (Parliamentary Commission of Inquiry), which investigates the exploitation of rock salt by Braskem in Maceió (AL) hear, at 9am, the testimonies of:

TAX REFORM

EXPLORATION ON THE EQUATORIAL MARGIN
The Mines and Energy Commission will hold a public hearing on Wednesday (May 8) to discuss oil and gas exploration in the Brazilian Equatorial Margin region. The president of Ibama (Brazilian Institute of the Environment and Renewable Natural Resources), Rodrigo Agostinhoparticipates.
The Equatorial Margin is one of the last unexplored oil frontiers in Brazil. It comprises the entire coastal strip in the north of the country. It got its name because it is close to the Equator. It starts in Guyana and extends to Rio Grande do Norte.
The reserves of the Equatorial Margin are the main focus of Petrobras to maintain the level of oil production from the 2030s onwards, for decarbonization and for energy security during the transition to a green economy.
The business plan for the period from 2024 to 2028 establishes US$3.1 billion in investments in the region.
