'CBR fitness to drive test is a wash'

This may explain why so many people in Dutch traffic cannot drive…

You sometimes come across people in traffic and you think: they are unfit to drive. Maybe that is really the case, because guess what? The way in which the CBR tests fitness to drive is not exactly watertight.

You can draw that conclusion from an article by the Telegraaf, which spoke to various lawyers who help people pass such a test. The fact that a lawyer can help you with this actually says enough. That can't actually be the intention.

The psychiatric examination includes a telephone questionnaire. However, lawyers know what answers are desired. They can prepare their clients for the trick questions and with a bit of luck you will pass the test. As if it were a theory exam.

Ultimately, in addition to a telephone questionnaire, you also have to speak to a real psychiatrist, but that doesn't seem to mean much. That is often a conversation of a few minutes. Many psychiatrists do this as a snack, and sometimes you can only pay in cash.

By the way, it works both ways. On the one hand, people are found suitable too easily, on the other hand, people are also wrongly 'rejected'. For example, De Telegraaf spoke to someone who was found unfit twice because he was said to be an alcoholic, even though he no longer drinks.

In the context of hearing both sides, the newspaper also spoke to someone else: Alexander Pechtold, director of the CBR. He has the following to say about the lawyers: “Lawyers make a business out of getting more money out of people who already have problems. That's fine.” So he doesn't see an issue there.

According to Pechtold, the psychiatrists' reports are not simply accepted, because the CBR also has its own medical advisors who look at it. And the quality of the psychiatrists is not the responsibility of the CBR, according to Pechtold.
