Most were opened at the end of 2023 to pay court orders owed by the Union; measures now go to the plenary sessions of the Chamber and Senate
The Mixed Budget Committee approved on Tuesday (May 21, 2024) extra budget credits of R$95.5 billion proposed by the Executive Branch. The majority (R$93.1 billion) was opened at the end of 2023, by provisional measure (MP 1,200 of 2023), to settle court orders owed by the Union. The credit includes the payment of R$ 27.7 billion in INSS court orders.
Two other provisional measures and 8 extra credit projects were also approved by agreement between party leaders and add resources to the 2024 Budget. The provisional measures will now be voted on in the House and Senate plenary sessions and the projects will go to the Congress plenary.
One of the provisional measures (MP 1,209 of 2024) opens extraordinary credit worth R$1 billion to 8 ministries. The largest amount (R$455.6 million) will be allocated to the Ministry of Indigenous Peoples for land regularization and protection of territories, in addition to promoting the cultural and social rights of these peoples. The latest action is expected to benefit 300 indigenous communities.
Another action, managing policies for indigenous peoples, should serve 128 communities. The Ministry of Defense will also have R$309.8 million for emergency actions to protect indigenous lands in the Amazon.
Environmental inspection
The Ministry of Environment and Climate Change will have an additional R$77.5 million to use for environmental inspection on indigenous lands and the management of conservation units in these territories.
Representative Professor Luciene Cavalcante (Psol-SP) linked the measure to combating climate change: “We support the Yanomami people, [isso] it also means defending the environment, defending climate justice. I want to salute our work because this MP is very important for a project of a different relationship with the environment and with indigenous peoples”.
The last provisional measure approved (MP 1,214 of 2024) opens extraordinary credit of R$369 million for the Ministry of Integration and Regional Development to carry out civil defense actions with the aim of containing the effects of the El Niño climate phenomenon.
El Niño occurs due to the overheating of the waters of the Pacific Ocean and can cause heat waves, droughts or floods, depending on the region. The measure was issued before the floods in Rio Grande do Sul.
