President says he will consult Economy on the possibility and says that governors “have money left”
President Jair Bolsonaro (PL) spoke this Thursday (May 26, 2022) about the possibility of vetoing the bill that sets a 17% ceiling for ICMS (Tax on the Circulation of Goods and Services) on fuels, electricity, telecommunications and public transport. The proposal was approved by the Chamber on Wednesday (May 25, 2022) and is being analyzed by the Senate.
“If it is approved in the Senate, I will see what the opinion of the economy is to sanction or veto. Although I vetoed it, it doesn’t mean that the matter is resolved. The veto can be overturned.”he told journalists after recording propaganda in a chapel in Brasília.
The project aims to reduce the prices of products considered essential for Brazilians, such as gasoline, diesel and electricity. These changes, however, will lead to a reduction in the tax collection of the States.
The Chief Executive criticized the amendment by the project’s rapporteur, deputy Elmar Nascimento (União Brasil-BA), which includes authorizing the compensation to states and municipalities that lose more than 5% of the collection with the project. The compensation would be made through the reduction of the debt of the entities with the Union.
“Governors are running out of money. Let’s collaborate. There is no such spirit. When a project goes to the Chamber, it’s not mine, but it’s welcome, sponsored by Arthur Lira. If you put an amendment to compensate for losses… There is no point in that”he said.
In March, the president sanctioned the project that unifies and standardizes ICMS on fuels in an attempt to stop the increase in gasoline and diesel prices in the country.
Earlier, the president of the Senate, Rodrigo Pacheco, said that he will dialogue with the States about the proposal, which is not yet scheduled to be voted on in the House. According to him, a consensus will be sought since there is no intention to “Sacrifice neither party in this. Not the federal government, not the states, not Petrobras”as well as the consumer.
