Former president Jair Bolsonaro (PL) stated that, during his term, mayors did not need to carry out ‘marches’ in search of more financial transfers, in a criticism of the current government of Luiz Inácio Lula da Silva (PT). This week, Lula was charged by municipal managers in the 15th March to Brasília in Defense of Municipalities.

The president of the National Confederation of Municipalities (CNM) at the time, Glademir Aroldi, (2018-2021) confronted the former president about making the payments. “And here is the question: will the financial resources actually reach the Municipalities to enable the execution of public policies? Will the technical and financial support guaranteed by the Constitution happen?”, he asked.
Aroldi also asked the Executive for municipalities to participate in the distribution of pre-salt funds in 2019. “Resources that could arrive this year in the coffers of municipal managers”, he requested.
The March to Brasília in Defense of Municipalities is an event organized annually by the CNM, but the Covid-19 pandemic prevented it from taking place in 2020 and 2021. So far, Bolsonaro’s advisors have not commented on the statements.
2024 Edition
During this year’s edition, which took place between May 20th and 23rd, the current president of the CNM, Paulo Ziulkoski, highlighted in a press conference the need for more resources from the Executive. “There were R$81 billion in losses to public coffers and the government only authorized the transfer of R$9 billion,” he criticized.
In his participation in the March, President Lula announced a package for municipalities with an estimated impact of around R$900 billion, including effective actions and promises.
