Mario Balzanelli he was re-elected national president Sis 118 for the two-year period 2024-2026. For the emergency doctor, director of the 118 Operations Center of Taranto, this is the fourth mandate, which will see among the first acts the request to the Government “to take the 118 Territorial Emergency System into serious consideration, first and foremost before the conscience and urgent needs for the protection of life, in the event of a health emergency, which are of the inalienable priority interest of 60 million Italians, and therefore, of each of us”.
“The twilight era, very sad for all of us operators in the field – underlines Balzanelli – of the great institutional amnesia that inexorably takes over every time national health planning should be activated in favor of the 118 territorial emergency system, must end as soon as possible”.
The priority is “the strengthening of the 118 territorial emergency system through a legislative reform and a coherent allocation of resources that concretely enhance its importance as an irreplaceable and decisive time-dependent ‘life-saving’ shield of the national population in the event of imminent danger of losing life, and at the same time that it recognizes and protects the dignity and value of all its operators, doctors, nurses and driver-rescuers. The promotion, and consequent vocational recovery, of local emergency doctors, now on the run, is a priority massive by the System in almost all regions”.
These are the other pillars on which the presidential mandate and the work of the Presidential Committee and the National Board of Directors of Sis118 will be based: “The integration and functional optimization of the operational and management paths, both with primary care medicine, from one part, both with the hospital ‘critical area’, on the other; the technological implementation of the operational centers with satellite geolocation systems, and ‘real time’ automatic interpreting in the event of calls from foreign users, giving citizens back possibility of directly accessing the emergency health service, without wasting time, potentially catastrophic in the most serious cases, related to the ‘double passage’ of telephone calls imposed (in contrast with what is permitted by current European regulations) by the current operating model of the 112; the technological innovation of the 118 operations centers and the emergency vehicles with the provision of the most modern telemedicine tools that immediately see the most critical scenarios ‘connected’ with all the entities involved in the management process of the patient” in emergency.
And furthermore, “the reactivation or, where active, the strengthening of local first aid points, as effective ‘filtering’ tools for minor acute cases in the area, capable of significantly decongesting hospital emergency rooms; the increase in means of assistance in the various regional territories, so that their overall number is calculated on the basis of the travel times expected for urban and extra-urban areas; the continuous and excellent training of personnel, also in collaboration with universities, research and scientific experimentation, starting from the use of aerospace as an effective tool for cardioprotection of the community and air support for the advanced resuscitation of critical patients (Seuam project); the establishment of the professional profile of the driver-rescuer”.
There are many irons in the fire. “We will have to overcome the relevant and numerous difficulties with a united spirit, affirming the great quality of our contents and the extremely demanding, increasingly demanding dimension of our front line service”, concludes Balzanelli, thanking all the doctors, nurses and 118 driver-rescuers for “their trust and decisive support”.
