The Investigative Committee of Russia (ICR) has revealed details of the case of Deputy Head of the General Staff of the Armed Forces (AF) of Russia Vadim Shamarin, who was arrested for bribery on an especially large scale. According to investigators, the lieutenant general received 36 million rubles from the general director of the Perm Telephone Plant Telta OJSC, Alexey Vysokov, and the company’s chief accountant, Elena Grishina.
He received funds from April 2016 to October 2023 for increasing the volume of products supplied under government contracts for the needs of the Russian Ministry of Defense and patronage. The Deputy Chief of the General Staff used the money at his own discretion.
Two more persons involved in the Shamarin case have been arrested
It became known that Vysokov and Grishina have been under arrest since the summer of 2023. Their concluded detained on charges of fraud on an especially large scale in the supply of telephone sets under government contracts for the Ministry of Defense. Now they have given evidence against Shamarin to the investigation. At the moment they are under arrest extended until June 2, 2024.
According to Shot, last year the Ministry of Defense submitted the Telta company filed a lawsuit demanding to collect a penalty in the amount of 3.9 million rubles, accumulated for failure to comply with the contract for almost three months. According to the government contract, the company was supposed to supply telephones for closed communication networks with automatic caller ID within four months, but did not fulfill these conditions. The Ministry of Defense won the case.
Shamarin himself was arrested and taken into custody on May 23. According to Part 6 of Article 290 of the Criminal Code of the Russian Federation, he faces up to 15 years in prison. His assets, bank accounts and real estate have been seized. This was done as an interim measure if Shamarin is subsequently found guilty of the article he is charged with.
Shamarin’s wife put forward The woman’s friend voiced her version of her husband’s arrest to the media. According to Elizaveta, he could have received two million rubles from his friend before his arrest. She believes that her husband is innocent – he did not receive a bribe, but borrowed money from a friend.
The State Duma responded to arrests in the army with the phrase “you must not steal”
This is not the first time in recent years that a person associated with the Russian Army has been arrested. In addition to Shamarin, the military court arrested the former commander of the 58th Guards Combined Arms Army of the Russian Armed Forces, Ivan Popov. He is suspected of fraud. In addition, Lieutenant General Yuri Kuznetsov, head of the Main Personnel Directorate of the Ministry of Defense, was detained, and Deputy Defense Minister Timur Ivanov was also arrested. Both are charged with malfeasance.
On March 23, it also became known about the detention of Vladimir Verteletsky, an officer from the department for ensuring state defense orders of the Russian Ministry of Defense. He is suspected of receiving a particularly large bribe – a car and a house from an entrepreneur who worked with the state defense order. He registered them in the name of relatives.
