The Governing Council has given approval to the project urgent measures law regarding energy in Aragon. A text that aims to cover the void caused in the sector by the recent annulment by the Constitutional Court of the decree law promoted by the previous executive.
The text, which will arrive at the Cortes of Aragon in the month of Decemberwas born with the intention of carrying out an orderly deployment of renewable energies, in addition to promoting self-consumption.
The Aragonese Government hopes to reach the maximum possible consensus. “We believe that it is a very important law at a time when energy, without a doubt, is a strategic tool in our productive, business and economic sector. It is a fundamental resource that we have to know how to take advantage of and, therefore, to cover this regulatory vacuum, to provide legal security, certainty, confidence to the entire sector and carry out adequate energy planning, since the preparation and approval of this law is necessary,” explained the Minister of Economy, Mar Vaquero. , in statements collected by Europa Press.
The text will recover the annulled decree lawsince around 80% is going to be preserved, so that the 20 articles that are the subject of conflict will be adapted according to the Constitutional Court for invading the powers of the State.
Specifically, the bill will consist of nine chapters. In them, among the main lines of action are the increase in self-consumption and energy communities and the creation of a Aragonese Energy Solidarity Fund to compensate municipalities with renewable energy parks and channel investments in territories affected by these facilities through the income obtained from the environmental taxes that levy these conditions.
The new legal text also focuses on the regulation of priority projects and investments with associated renewable generation. In this sense, the special modality of plans and projects of general interest in Aragon stands out, apart from delving into administrative simplification.
Also taken into account are the recommendations adopted unanimously in the recent Commission of Investigation on Renewable Energies of the Cortes. For example, the updating of energy regulations and the incorporation of measures to streamline administrative processes. Likewise, territorial planning will be included taking into account the impact of renewables on the landscape.
With this law, which will promote the participation processwill also focus on environmental, landscape, agricultural, cultural, urban and territorial analyzes to determine the preservation of areas against the installation of renewable parks.
Other steps are creating a permanent energy forum made up of public and private agents. The objective is to participate in the energy field with advisory functions.
